Job Announcement
Under general supervision, oversees and reconciles the financial accounts and budgets of the Circuit Court, including coordinating the flow of work and ensuring that general and specific accounting practices are met. Ensures compliance with County, State, and audit requirements. Trains and oversees Administrative Assistant IV positions who perform technical accounting tasks in the areas of accounts receivable, accounts payable, purchasing, receiving and general lender accounting. Assigns and reviews work of administrative staff for accuracy and completeness.
Assists in the development of the Circuit Court budget as well as the Virginia Compensation Board budget. Prepares and generates reports detailing account transactions. Serves as a liaison between the Circuit Court and various internal and external clients, auditors, and vendors to provide information and resolve disputes relating to financial transactions.

Prepares and/or analyzes financial data and makes recommendations;
Plans, organizes and participates in the reconciliation of funds;
Prepares long range revenue and expenditure estimates necessary to forecast economic feasibility of various projects;
Reviews and verifies postings to appropriate ledgers and subsidiary accounts;
Prepares or assist development of the agency budget and monitors budget status.
Required Knowledge Skills and Abilities

Knowledge of generally accepted accounting principles;
Ability to prepare, interpret and analyze financial reports and statements;

Employment Standards
MINIMUM QUALIFICATIONS:

Graduation from an accredited four-year college or university with a bachelor's degree in accounting; or a bachelor's degree in business administration or related field that has been supplemented by at least six credit hours of basic accounting principles and concepts; plus two years of professional-level finance or business administration experience. A master's degree in a related field or CPA may substitute for one year of experience.
NECESSARY SPECIAL REQUIREMENTS:
The appointee to the position will be required to complete a criminal background check to the satisfaction of the employer.
PREFERRED QUALIFICATIONS:
Panel interview and may include a practical exercise.

- A four-year degree in accounting.
- Three years of experience with governmental finance, budget, and accounting processes and procedures, including the use of on-line automated accounting systems.
- Two years of experience conducting audits.
- Two years of experience writing policies and procedures.
- Three years of supervisory experience preferred.
- Analysis and interpretation of fiscal and accounting data.
- Ability to work effectively with minimal supervision.
- Ability to manage multiple priorities and establish and maintain effective relationships with staff.
- Excellent oral and written communication skills.
- Experience in the use of Microsoft Office computer software, especially Excel, Access and Word.
- Experience in FOCUS (Fairfax County Unified system for budget, finance, procurement and human resources).
- Ability to lift up to 30 pounds.
- Duties are generally sedentary, performed in a normal office environment.
- Must be able to input and retrieve data from a computer.
