Job Announcement

Supervises Child Care Specialist and administrative staff that permit family child care providers and enlist and monitor providers in the USDA Child and Adult food program in designated regional areas. Oversees recruitment and retention of permitted providers to participate in the Child and Adult Care Food Program or oversees the provider concerns process. Evaluates work with providers to determine effectiveness and accuracy in regulating providers and supporting the development of quality child care programs. Prioritizes workload and manages caseload distribution. Interprets and implements the Fairfax County Child Care Ordinance and CEPS (Community Education and Provider Services) policies. Coordinates CEPS services with other departmental programs and with community organizations. Develops and conducts training and outreach for various groups. Monitors workload indicators and produces reports. Works on special projects. Duties are performed under the supervision of a Child Care Program Administrator I with CEPS.

Illustrative Duties

  • Plans and directs the administration, programming, and management of a broad program area (e.g., the USDA Child and Adult Care Food Program);
  • Provides fiscal management of grants, which may include managing the administrative budget and/or overseeing disbursements to participants;
  • Interprets federal, state, and local laws and regulations as they apply to programs;
  • Assists in developing various program policies and procedures;
  • Provides comprehensive training and technical assistance for child care programs;
  • Provides quality assurance for programs and makes recommendations for improvements;
  • Performs short- and long-range planning and adjusts systems and resources to match current program strategies;
  • Researches and writes grants proposals and seeks innovative funding sources;
  • Approves written communication materials that are disseminated to the public;
  • Monitors program statistics and oversees production of reports summarizing program accomplishments;
  • Oversees coordination of services with other governmental programs and community
  • organizations to enhance effectiveness of partnerships;
  • Represents the program in task forces including other governmental agencies and community groups;
  • Directs and supervises a large staff of supervising professionals who develop, deliver and evaluate training in the field of child care or child development and/or child care specialists;
  • Oversees and coordinates recruitment and staffing issues.


Required Knowledge Skills and Abilities

  • Comprehensive knowledge of the principles, concepts, and methodology of assigned area of accountability;
  • Knowledge of county budget/fiscal policies and procedures;
  • Ability to communicate effectively, both orally and in writing;
  • Ability to perform short- and long-range planning and monitor effectiveness of programs;
  • Ability to keep current on the latest theories of early childhood development and education;
  • Ability to work independently and as a leader of a team;
  • Ability to manage projects and supervise others;
  • Ability to serve as a supervisor of a training or technical assistance team;
  • Ability to work collboratively to build partnerships with other jurisdictions and organizations (e.g. businesses, non-profit entities, etc.).


Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited college or university with a bachelor's degree in early childhood education, psychology, social work, or a closely related field; plus three years of professional experience in day care administration, early child education, or related human service administration.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check and a Child Protective Services Registry check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
  • Three years or more of experience as a supervisor;
  • Experience in child care administration or early childhood development programs.
  • Experience with and skillful in the use of computer programs and related technology.
  • Experience using databases.
  • Experience supervising a large family child care program and developing and implementing child care policies;
  • Experience with community outreach.
  • Experience handling a caseload/doing caseload management.
  • Experience working with family child care programs.
  • Experience working with USDA Child and Adult Care Food Program.
  • Excellent oral and writing skills.
PHYSICAL REQUIREMENTS:
Sufficient mobility to make visits to family day care homes for assessments and inspections. Visual acuity required to read and develop written training materials, brochures, flyers, etc. All duties performed with or without reasonable accommodations.
