Summary
This position serves as a meteorologist within one of the multiple National Airway Systems Engineering (NASE) sub-teams providing advanced meteorological expertise in support of the systems engineering function of or more NAS systems. Performs multiple, varying and complex assignments under the minimal direction of a manager, project/program manager, team leader, or more experienced technical specialist.
Duties
Provides guidance on, and resolution of complex problems related to the introduction of new systems into the NAS and problems associated with continued operations of commissioned facilities, to include technical documentation. Develop, tests, and validates new and modified algorithms. Plans and executes parameterization studies of algorithms and optimizes performance. Analyzes equipment, software, and system performance: develops, issues, and refines operating criteria. Identifies trends, determines system impact or deficiencies. Develops plans, standards, procedures, quality control techniques, instruction and system modifications and modernization which will improve the reliability, maintainability, safety, and continuity of meteorological services of NAS facilities and equipment.
Applies experience and comprehensive technical knowledge applicable to his/her discipline, as well as an understanding of new technologies and methodologies, to solve complex problems and develop improved technical processed or systems. Considers the objectives of the major subdivision and LOB/SO when developing, integrating, and implementing solutions to diverse, complex problems.
Provides national level guidance and technical direction on complex, multi-year projects relating to in-service improvements. Analyzes, designs, and implements system-wide software/firmware modifications. Provides service life extension and failures analysis/support in response to NAS related problems beyond the assigned repair capability of the field. Is responsible for NAS configuration management; quality assurance; development and issuance of associated national technical directives and maintenance guidance. Develops and evaluates the operational readiness and/or supportability of new NAS systems for development; and technical support to new system acquisition efforts. Purchases and/or develops detailed, complex acquisition/purchase documentation as required.
Incumbent interacts extensively with senior engineers, scientists, technical experts and researchers from other government agencies and universities. Many of the methods proposed by the research community are preliminary and not refined for use in an operational environment. Incumbent assimilates these techniques using considerable ingenuity to modify them for in-house testing and then evaluates their suitability for real-time operations.
Broad policies and objectives provide general guidance for addressing issues, but allow considerable discretion to develop new and innovative approaches. Draws on experience to solve unusual problems and may create new solutions and policy interpretations as the situation requires.
Represents the Sub-Team, and as directed, the Team/Group/Directorate Service in intra-and inter-service and tri-agency meetings relating to the technical aspects of in-service improvement, new system development, and resolution of complex problems associated with the NAS. Fosters effective working relationships in the accomplishment of work activities.
Additional duties as meteorologist may include: (a) Providing technical expertise, advice, and counsel to project personnel; giving instruction and procedures; answering questions, follow up, spot-checking completed work. (b) Considering workflow and job specialization, making recommendations to Supervisor and/or Team/Project Lead for work assignments. (c) Reviewing work of assigned personnel on exceptionally complex projects for technical accuracy and adequacy. (d) Maintaining an awareness of the status and progress of all projects within the assigned technical area and recommending adjustments to Supervisor and/or Team/Project Lead in accordance with established priorities. (e) In conjunction with Supervisor and/or Team/Project Lead, establishes project files assures that they are proper and current.
Work is reviewed rarely, typically though status reports and at project completion.

BASIC REQUIREMENTS:
A. Degree: meteorology, atmospheric science, or other natural science major that included:
1. At least 24 semester (36 quarter) hours of credit in meteorology/atmospheric science including a minimum of:
2. Six semester hours of physics, with at least one course that includes laboratory sessions.*
3. Three semester hours of ordinary differential equations.*
4. At least nine semester hours of course work appropriate for a physical science major in any combination of three or more of the following: physical hydrology, statistics, chemistry, physical oceanography, physical climatology, radiative transfer, aeronomy, advanced thermodynamics, advanced electricity and magnetism, light and optics, and computer science.
* There is a prerequisite or corequisite of calculus for course work in atmospheric dynamics and thermodynamics, physics, and differential equations. Calculus courses must be appropriate for a physical science major.
OR
B. Combination of education and experience -- course work as shown in A above, plus appropriate experience or additional education.
AND
To qualify for this position at the FV-J (FG/GS-14) level, in addition to the Basic Requirements you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I (FG/GS-13) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.
Specialized Experience: includes experience developing, testing and validating new and modified algorithms; analyzes, designs, and implements system-wide software/firmware modifications; provide technical guidance on projects or other team members; identify trends, determine system impact or deficiencies; experience applying knowledge of NAS meteorological systems which produce wind shear alerts and receive weather data from three or more NAS systems; experience applying wind shear integration logic to determine appropriate unification of independently generated alerts for dissemination by Air Traffic Controllers to pilots.

Quality Ranking Factor (QFR): Well-qualified applicants will demonstrate experience with one or more NAS meteorological systems (i.e. TDWR, ASOS, AWOS, WSP, LLWAS, NXRAD, JAWS, SAWS, ITWS) within their resume.

This position has a positive education requirement; college transcripts are required for ALL candidates newly appointed to the FAA in the 1340 series.
