Minimum Qualifications

  • Bachelor's degree in an engineering discipline
    • In lieu of a bachelor's degree, a high school diploma or GED and four (4) years of experience in overall technical management within a large engineering and construction project.

  • Eight (8) years' experience in overall technical project management within a large engineering and construction project

  • Certification/Licensure
    • Project Management Professional (PMP) Certification
    • Possession of a valid motor vehicle operator's license issued from the jurisdiction of residence

  • Certification/Licensure
    • Professional Engineer License
    • National Association of Elevator Safety Authorities (NAESA) QEI-1 certification or equivalent QEI-1 certification recognized in District of Columbia, Maryland, and Virginia jurisdictions

Job Summary

The Project Manager, Capital Improvement Program (CIP) is responsible for the effective and efficient overall project management of multiple vertical transportation projects. The incumbent manages multiple large-scale projects in the aggregate multi-year range of 100-200 million dollar range, and is responsible to bring these projects on time and within budget.

Essential Functions
  • Prepares and recommends for approval project schedules, estimates, and budgets also determines proper project outlook.
  • Secures commitment from affected Authority departments regarding contract documents, budget, and schedule. Communicates and confirms clear stakeholder understanding of scope, cost, and timeline and ensures project is completed on time and on budget.
  • Arranges for project management coordination and controls consistent with project and operational needs.
  • Supervises subordinate staff and consultants to include recommending applicant selection, disciplinary actions, resolution of grievances, assigning duties, directing work, conducting performance evaluations, approving timesheets and leave requests, and ensuring necessary subordinate training is provided.
  • Oversees coordination activities, establishes schedule priorities, identifies access requirements, and work area allocation, ensures work is performed safely and meets or exceeds scheduled completion dates.
  • Works with Authority Officers, the General Manager and Chief Executive Officer (GM/CEO), Washington Metropolitan Area Transit Authority (WMATA) Board Members, federal, state, local government offices and civic organizations to ensure successful completion of projects and achievement of successful outcomes for all internal and external stakeholders.
  • Reviews and comments on the project scope, cost, management, resource allocation, and schedule to ensure that program needs are properly met and the project goal is aligned with those needs and continues schedule and on budget.
  • Coordinates all major events on the project by assisting various offices to solve problems with mutually dependent items, holds meetings and conferences when necessary. Leads these meetings, to ensure stakeholders' involvement and operational awareness.
  • Assists supporting offices in obtaining major approvals and agreements from local, county, state and federal jurisdictions and agencies to ensure project schedules and goals are met in accordance with regulatory approval and concurrence.

Other Functions
  • Assigns detailed work tasks to staff members and consultants ensuring proper allocation of skilled resources.
  • Conducts project status meetings with staff. Ensures meeting results are recorded and summary transmitted to the Office Director and other Departments' Directors for appropriate action. Analyzes project status and takes appropriate steps to ensure projects are on time and on budget.
