Duties

The incumbent serves as a Budget Analyst located within the U.S. Customs and Border Protection (CBP), Operations Support Office, Planning Analysis and Requirements Evaluation Directorate, Engineering and Testing Division (ETD). The Budget Analyst will support ETD's mission of Land Systems Operational Test Authority (LSOTA). LSOTA is an Independent Test Agent designated by DHS and provides information to decision makers to support risk-based decisions during the acquisition life cycle framework, to ensure effectiveness, suitability, and resiliency of technology solutions.

The employee selected for this temporary JDP assignment as a Budget Analyst will partner with CBP Financial Managers, Program Managers and subject matter experts to ensure budget related functions involving budget execution, formulation, analysis, tracking, development, and budget support activities within LSOTA.
Additional responsibilities are, but are not limited to, the following:
  • Plan, evaluate, review, prioritize, and manage financial resources associated with LSOTA and acquisition programs;
  • Consult with CBP financial managers to develop spend plans to support LSOTA's activities and schedule. Manage the financial aspect throughout;
  • Provides advice and support in all aspects of financial management to decision makers within PARE and CBP.
  • Lead the development of budget submissions to support Resource Allocation Plan (RAP)/Procurement Request decisions; and
  • Prepare and present comprehensive reports, briefings, and correspondences to a wide range of audiences.

  • Must be a current permanent Federal employee
  • Must have supervisory approval to apply to the Joint Duty Assignment. DHS 250-2 Application Form under "required documents" section.
  • Must NOT have any pending/outstanding disciplinary actions
  • Must have achieved a minimum of "meet expectations/proficiency" on latest performance appraisal/evaluation
  • Must be currently at the grade level of the detail. *No Temporary Promotion Opportunity*
  • The program does not apply to members of the Military service or contractors.


Qualifications

Qualifications required:
  • Ability to plan, organize and direct team efforts;
  • Ability to interface with senior management to discuss strategy, planning, and forecasting as it relates to operational T & E;
  • Ability to lead resource allocation development and requirement justification;
  • Ability to effectively perform required duties with minimal to no supervision; and
  • Strong oral and written communication skills to prepare and present comprehensive reports, briefings, studies, and correspondences to a wide range of audiences.
  • CBP employees are required to utilize their CBP issued laptops and cell phone (if necessary) for the duration of the assignment.
  • Non-CBP employees should coordinate with their Local Property Officer to ensure the availability of laptop/phone, if selected.
  • Non-CBP employees must ensure they hold a Tier 4 Background Investigation (BI); interested participants should reach out to their agency's local Security Officer, prior to applying, to ensure they hold a Tier 4 BI.

    If the position requires a security clearance, employees must have a SECRET or TOP SECRET clearance to placement AND must maintain that level of clearance while performing in the position.

    Selected applicants for a JDA are requested to fulfill the items below during the JDA:
  • Complete the DHS Training Course 15 days prior to the arrival to the JDA.
  • Complete the DHS Joint Duty Assignment Progress Plan to include:
    • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
    • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
    • Phase 3: Complete a final review within the last 30 days of the JDA.
