Duties

As a Management Program Advisor, you will perform the following duties at the FPL 11:
  • Manages calendars for senior-level staff including providing a daily schedule of events affecting senior staff.
  • Serves as a liaison for the office receiving visitors and phone calls and providing them information with tact, and interfacing with high-ranking officials
  • Implements, monitors, maintains, and supports various administrative programs to include records management, files management, and reports control
  • Makes necessary arrangements for travel including airline, hotel, and car rental reservations for the Immediate Office of the Secretary staff including preparing travel authorizations, itineraries, and other pertinent documents prior to travel and prepares travel vouchers upon return of traveler.
This Job Opportunity Announcement may be used to fill other Management Program Advisor GS-0301-7/9/11 FPL 11 positions within the Office of the Secretary in the same geographical location with the same qualifications and specialized experience.

Applicants must have completed, within the previous two-years, a qualifying bachelor's or an advanced degree qualifying educational institution .
Exceptions are made for veterans, as defined in 5 USC 2108 , who, due to military service obligations, were precluded from applying during the two-year eligibility period described above. Veterans have a full two-year period of eligibility upon their release or discharge from active duty. The eligibility period shall not extend beyond six years from the date of academic completion.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify at the GS-7 level:

SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-5 in the Federal service. Specialized experience is defined as: Researching and drafting reports and/or correspondence; and using office automation software to prepare documents, spreadsheets, and/or presentations.

SUBSTITUTION OF EDUCATION:
A. One year of graduate-level education.

OR

B. Superior Academic Achievement as demonstrated by a bachelor's degree in a related field from an accredited college or university with one of the following. NOTE It is your responsibility to ensure your application clearly states how you meet one of the provisions below:
a grade point average (GPA) of 3.0 or higher based on a 4.0 scale for all completed undergraduate courses, or those completed in the last 2 full years of undergraduate study;
a GPA of 3.5 or higher based on a 4.0;
class standing of upper third of the graduating class in the college, university, or major subdivision of the college;
membership in a national Scholastic Honor Society certified by the Association of College honor Societies, excluding freshman honor societies.

COMBINATION OF EDUCATION AND EXPERIENCE:A combination of experience and graduate level education is qualifying, as described above.

To qualify at the GS-9 level:

SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-7 in the Federal service. Specialized experience is defined as: Providing administrative support by tracking work products or projects; and using office automation software to prepare documents, spreadsheets, presentations and manage a calendar.

SUBSTITUTION OF EDUCATION: You may substitute education for experience as follows: A related Master's degree or equivalent graduate degree; or 2 full years of progressively higher-level graduate education leading to such a degree;

-OR-

COMBINATION OF EDUCATION AND EXPERIENCE: A combination of experience and graduate level education is qualifying, as described above. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.

To qualify at the GS-11 level:

SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-9 in the Federal service. Specialized experience is defined as: Providing administrative support to senior level staff tracking work products, projects, and resolving administrative issues; and managing calendars for senior level staff to include schedule of events.

SUBSTITUTION OF EDUCATION: You may substitute education for experience as follows: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related

COMBINATION OF EDUCATION AND EXPERIENCE: A combination of experience and graduate level education is qualifying, as described above. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.
