Job Summary

Aptive is seeking an Acquisition Program Analyst SME to support a multi-project/multi-task Staffing and Technical Acquisition Services contract with the Assistant Secretary of the Air Force for Acquisition (SAF/AQ). The Acquisition Program Analyst SME will have deep familiarity with the Air Force requirements development process and streamlined acquisition practices, supporting the entire spectrum of acquisition and sustainment efforts as necessary to assist stakeholder Government organizations.

This senior-level, full-time position is located in Washington, DC. This is a remote position but may require attending meetings in person. This is a contingent hire position.

Primary Responsibilities

  • Supporting budget preparation and defense, oversight and decision-making activities, program execution and oversight efforts of systems.
  • Maintaining and analyzing planning, scheduling, and management data.
  • Studying, analyzing, and providing recommendations on requirements, acquisition strategies, program documentation, program phase transition plans, supplemental information, and program execution.
  • Providing impartial assessments of approaching milestone decisions and technical and operational issues on programs within the oversight of SAF/SQ.
  • Researching and analyzing program trends, identifying issues, and recommending solutions.
  • Making recommendations on the allocation of funding, establishment of program goals, objectives, and schedules, and the formulation of program direction.
  • Tracking for compliance with stated program direction and identifying issues.
  • Identifying and researching programmatic issues and tradeoffs in terms of required capabilities, costs, and schedules.
  • Reviewing and providing recommendations on existing and proposed Air Force acquisition and capability area policies and implementation.
  • Reviewing and evaluating the impact of policies and activities that affect Air Force acquisition programs and capability areas.
  • Maintaining historical Air Force program documentation and developing summary documents/briefings and training material.
  • Providing short notice, quick-reaction analyses of critical programmatic issues in the context of Congressional, OSD Staff, Joint Staff, HQ USAF, MAJCOM, coalition, and international activities.
  • Any other tasks closely associated with the performance of duties listed above.


Minimum Qualifications

  • 15+ years of acquisition or Air Force operational experience and Master's degree in a Business or Engineering discipline.
  • Active Top Secret / Sensitive Compartmented Information (TS/SCI) Clearance required.
  • Experience in managing and conducting complex federal contract assignments preferred.
  • Project Management Professional (PMP) certification is preferred.
  • Legal authorization to work in the U.S.
  • Consulting experience supporting large, complex Cabinet-level federal agencies.

Client Information

The Assistant Secretary of the Air Force for Acquisition (SAF/AQ) is responsible for acquiring weapons systems for the Department of the Air Force (DAF) and serves as the Senior Procurement Executive, the Service Acquisition Executive (SAE) and acquisition representative on the Air Force Council. SAF/AQ oversees the Research, Development, Test, and Evaluation (RDT&E) and procurement of major Air Force platforms and systems across the full breadth of air and space capabilities. SAF/AQ reports to the Secretary of the Air Force, serves as an agent of the Secretary within assigned policy and program domains, and provides guidance, direction, and oversight for all matters pertaining to the formulation, review, and execution of plans, policies, programs, and budgets within the AQ area of responsibility.
