Job Description

The Comprehensive Early Intervening Services (CEIS) Lead Specialist will work with team members to provide training and onsite technical assistance to school-based teams navigating the general education tier III academic and/or behavioral interventions implemented prior to suspecting a disability. The CEIS Lead Specialist will work with team members to provide behavioral interventions to ensure high quality consultation to school-based providers through therapeutic guidance, treatment planning and modeling of therapeutic techniques. The CEIS Lead Specialist will serve as the administrator/designee on the team to ensure implementation of procedures and criteria related to initial referral, evaluation and eligibility for special education, especially for students suspected of manifesting an emotional disability.

This position reports to the Director of Specialized Instruction Programs.

Qualifications

Education: Master's Degree

Certificates & Licenses: Valid Virginia Department of Education Postgraduate Professional license with an endorsement in School Counseling, School Social Work or School Psychology with a preference for an additional endorsement in Administration and Supervision and/or BCBA Certification..

Experience: At least 8 years of experience as a Teacher, Counselor, Administrator or Coordinator

Minimum Qualifications
  • Extensive knowledge and skills in behavioral strategies and evidence based interventions for children and adolescents.
  • Extensive knowledge and skills in application of evidence-based strategies to enhance social skill development and emotion regulation within the school setting.
  • Extensive knowledge of the initial eligibility process and ability to analyze data to make appropriate eligibility determinations.
  • Minimum of 5 years' experience programming for or working directly with students and families in public or non-public school settings.

Essential Functions
  • Leads staff providing consultative support to offer preventative strategies and interventions related to emotional and behavioral problems of students and provides ongoing support to school teams to resolve student behavior problems.
  • Collaborates and manages development of training and consultative support as an early intervening measure through the MTSS process to address concerns related to behavior.
  • Collaborates with the Eligibility and Compliance Coordinator to support the pre-referral and MTSS process.
  • Supports staff in consulting on treatment plans for counseling.
  • Supervises and coordinates the research resources and methods (e.g. intervention and treatment techniques, assessment tools and methods, community resources, etc.) for the purpose of determining the appropriate approach for addressing students' functional goals.
  • Supports staff in the evaluation of data for recommending specialized behavioral techniques or changes based on the interpretation of data.
  • Assists and supports building and division staff and parents in the development, implementation and monitoring of MTSS functional behavior assessments (FBA) and student support plans (SSP).
  • Effectively communicates and maintains collaborative relationships with all stakeholders involved on a school-based team.
  • Maintains knowledge of applicable laws and regulations at the federal, state and local level.
  • Compiles information from CEIS staff for state and division reporting of outcomes.
  • Serves as administrator/designee in all initial eligibility determination meetings for any student suspected of having an emotional disability.

Clearances
  • Criminal Justice Fingerprint/Background Clearance.
  • Tuberculosis Skin Test.

Public Health Compliance
  • Proof of COVID vaccination. Exemptions for religious/medical will be reviewed.
  • Must follow safety and health protocols.
