Summary

Incumbent serves as a Human Resources Specialist (Staffing) in the Employment Services Branch, Great Lakes Region, Human Resource Services Division, AHF-N310. Performs multiple, varying, and complex assignments under the minimal direction of a manager. Provides advice and guidance directly to managers and employees on the full spectrum of employment services programs and processes.

Duties

H Band Duties

Serves as a consultant and advisor providing guidance and administering, for major Line of Business and/or organizational entities as assigned; the functions of the Employment Services Branch including those relating and necessary to the following: recruitment, staffing and placement, classification, position management principles, compensation and leave administration. Applies experience and advanced knowledge applicable to his/her discipline to plan and accomplish assignments. Assignments may require knowledge and experience working across functional and organizational lines. Typical assignments may include locating and identifing qualified candidates for vacancies through competitive and noncompetitive processes. Counseling applicants, employees, and managers on issues of varying complexity concerning recruitment, staffing, classification, and compensation programs. Provides employment, staffing, and compensation services to fill paraprofessional, professional, technical, specialized, and related support positions.

I Band Duties

Responsible for troubleshooting and resolving difficult and complex problems associated with recruitment, staffing, compensation and position management issues. Provides authoritative advisory services to specialists, management officials, and business partners. This includes defining issues, determining applicable precedents, policies, laws, or regulations and identifying the most effective approach and validating the correctness and propriety of the actions taken. Assists managers in strategically integrating effective HR processes, programs and practices into their business operations. Collaborates with managers and business partners to achieve workforce planning objectives and agency time-to-hire goals. Serves as a contributing specialist or as a project/team lead on
large work activities.

Applies experience and comprehensive knowledge applicable to discipline to plan and conduct functional activities for projects/programs. Assignments frequently require knowledge and experience working across functional and/or organizational lines.

Serves as the focal point for conducting annual self-accountability reviews of employment services. Conducts periodic reviews of employment services products and transactions to assess accuracy and identify trends or best practices in processing. Analyzes and evaluates current staffing situations including turnover, vacancies, historical trends, and current recruiting strategies to identify and forecast potential staffing problems. Issues vacancy announcements, evaluates applicant qualifications, prepares and issues referral lists and processes selections for customer organizations. Serves as the lead in conducting annual self-accountability reviews of employment services. Collaborates with the team lead in conducting periodic reviews of employment services products and transactions to assess accuracy and identify trends or best practices in processing.

Advises management on the impact of proposed reorganizations and recommends alternative position management structures. Provides advice to managers and employees on interpretation and application of guidance pertaining to pay administration. Advises on setting and adjusting pay for new and continuing employees, pay limitations, flexibilities, incentives, special salary rates, and FLSA.

Work is reviewed rarely, typically through status reports and at project completion, to ensure policy compliance and alignment with the requirements of the project or other work activity. Established policies provide guidance for most assignments but allow discretion to select the most appropriate approach or options for consideration. Works with management, customers and staff to jointly solve problems.

May be called upon to communicate policies and procedures to internal and external customers or stakeholders.

Qualifications

To Qualify for the FV-H:

To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-G, FG/GS-10-11. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Experience includes formulating, interpreting and applying Human Resource Management policies in order to serve as an advisor to management. Knowledge of staffing, recruitment and placement, compensation laws, policies and other regulatory guidance and training.

To Qualify for the FV-I:

To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-H, FG/GS-12. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Experience includes comprehensive knowledge of staffing, recruitment and placement, compensation laws, policies and other regulatory guidance and training, leading and mentoring other Human Resources professionals. Experience serving as an advisor to managers and other personnel on complex and unique staffing issues, identifying and recommending solutions and preparing and conducting briefings and presentations for a variety of target audiences Experience interpreting and applying provisions of compensation and pay systems.
