The Director of Housing & Building Energy Programs (HBEP) is the senior managerial level of work responsible for managing and directing the entire operation of a specific unit within the division of Community Development Administration (CDA). The HBEP Director is responsible for managing and directing an array of energy assistance and single family rehabilitation programs. The position is critical to meeting the Department’s mission to have a positive impact on Maryland’s communities and residents by reducing the costs of energy for low to moderate Maryland households, multifamily buildings, and businesses, as well as rehabilitation to older homes to improve health and safety, along with accessibility.
The position directly manages multiple positions, including Deputy Directors. The supervision associated with this position will be directing and identifying the major impacts to the agency-specific to the Energy Portfolio of programs (such as Weatherization Assistance Program (WAP), EmPower Funded Programs (EmPOWER), Multifamily Energy Efficiency Housing Affordability Program (MEET), Maryland Energy Assistance Program (MEAP), NetZero, and BeSMART). This position is also responsible for providing leadership to the Special Loan Programs (SLP), including: Accessory, shared housing programs; Group Home Financing Program; Lead Hazard Reduction Loan and Grant, and Indoor Plumbing Program; Maryland Housing Rehabilitation Program; Operating Assistance Grant Demonstration Projects; and Special Housing Opportunities Program.
The person in this position must be able to handle multiple competing priorities often under short timeframes. The ability to synthesize complex material into short, understandable memos and presentations is critical. The candidate may be required to provide presentations before the Housing Finance Review Committee and the Board of Public Works, as needed. The work may require travel throughout the state of Maryland to attend conferences, hearings, or meetings. The individual in this position is responsible for direct management of the Housing & Building Energy Program and all its operations and programs.
