Job Summary

The Program Manager will be responsible for leading the Aptive team in all aspects of Department of Homeland Security (DHS) Immigration and Customs Enforcement (ICE) Health Services Corps (IHSC) project work related to strategic planning, management, administration, designing, researching, implementing, and disseminating business and operational support of the IHSC's medical mission. Effectively support a broad range of program requirements across multiple offices and workstreams of various size, scope, and content.

Primary Responsibilities

  • Provide leadership and team oversight on all tasks listed in the Performance Work Statement (PWS) to provide IHSC business and operational support.
  • Provide solutions and manage day-to-day operations to optimize IHSC healthcare delivery system and administrative duties.
  • Manage medical, administrative, and management professionals to maximize service-wide performance, ensuring the highest level of detainee care is provided to those in custody
  • Serve as the point of contact for the Contracting Office (CO) and Contracting Office Representative (COR).


Minimum Qualifications

  • Master's degree in public health, business administration, or related degree
  • 10 years of program management/relevant experience with at least 6 of those years in administrative healthcare management
  • PMP or other program management certification (or be willing to obtain within 90 days)
  • Ability to travel to client site in Washington, D.C.
  • Demonstrated experience in majority of the following areas required:
    • Experience employing the full array of cost-effective program management theories, practices, skills, and knowledge.
    • Experience developing a comprehensive plan for program management including a transition management plan demonstrating management and business approaches to coordinate, perform, communicate, integrate, control, and accomplish PWS requirements.
    • Experience in developing, implementing, and disseminating a Quality Control Plan (QCP).
    • Experience designing, implementing, disseminating, and communicating corporate policies and procedures.
    • Experience implementing best practices in program management including PMI PMBOK and/or Lean Six Sigma principles and tools.
    • Experience developing and providing culturally competent practices and products.
    • Experience with providing human resources services, solutions, and leadership support.
    • Experience managing day-to-day operations and team including managing medical, administrative, and management professionals.
    • Experience demonstrating maximizing healthcare delivery system and optimization to enhance system-wide performance.
    • Experience delivering oral presentations and high-quality written reports compliant with federal government policies.
