Qualifications
In order to qualify, you must meet the experience requirements described below. Your resume must clearly describe your relevant experience.
SPECIALIZED EXPERIENCE: To qualify for the grade GS-12, you must have one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained either in the private or public sectors) performing the following:
(1) Evaluating/interpreting organizational needs to design/implement responses to those needs related to recreation, wildlife, wilderness, fire management, forestry, range, minerals, and cultural resources activities;
(2) Coordinating, developing and implementing policies and procedures related to public land resource values and issues;
(3) Synthesizing and abstracting multi-faceted matters into clear issue papers, guidance, briefings, recommendations and public presentations;
(4) Providing leadership, and coordinating work efforts with staff specialists and management officials; and
(5) Applying automated technology in the development and production of hard copy and electronic versions of planning and National Environmental Policy Act (NEPA), documents.
TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 is required to meet the time-in-grade requirements for the GS-12 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).

- Plans, leads and coordinates development and implementation of resource management planning activity and other projects in accordance with state and national policies regulations and laws.
- Serves as Subject Matter Expert for interpretation and application of National Environmental Policy Act, Federal Land Policy and Management Act, National Environmental Policy Act, and related planning regulations and procedures.
- Serves as liaison between Field Offices or other entities; such as the State Office, other BLM offices, Regional Solicitor's Office, other Federal, State, and local government agencies, Indian Tribal Governments, contractors, and external customers.
- Serves as project manager and facilitator for interdisciplinary teams coordinating budgets, logistics, schedules and workload.
- Utilizes a variety of electronic and web based tools to accomplish assigned tasks.

- Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program.
- Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement.
