Summary

You will serve as a Regional Management and Financial Analyst, for the Office of Airports, responsible for carrying out substantive, complex, federal, state, regional, and local programs and functions associated with the development of airports and associated infrastructure. It is responsible for developing, implementing, and administering national and regional initiatives; and develops and recommends Regional Policy and procedural guidance relative to the systems and programs.

Duties

The duties for this position is written at the full performance level, Pay Band I.

You will serve as the senior advisor on the disbursement and control of grant-in-aid funds. Adheres to all federal laws, statutes, and orders as they relate to fiscal matters relative to the Airports Program

Provides comprehensive technical services on the control and disbursement of grant-in-aid funds. Tasks include but are not limited to, independently tracking and providing guidance to Management and the Field Office on the Airport Improvement Program, Office of Airports Audit Program, and serves as the liaison between the FAA and the Office of Inspector General concerning Regional Audits.

Provides technical expertise to management in analyzing and performing statistical evaluation of the grant-in-aid program for the Region.

Independently identify appropriate funds to ensure maximum utilization of each of the categories of funds available, and determines eligibility while processing grants.

Serves as the Regional Policy Expert and authority for the Office of Airports audit program and its implementation.

Provides input to the Region's annual goals and objectives by suggesting possible areas for audit based upon problems uncovered during related audits.

Serves as the Regional Audit Program Manager responsible for developing, maintaining, and coordinating the financial audit program. This includes the Office of Airports grant-in-aid quality assurance functions. Serves as the liaison between the FAA and the Office of Inspector General for all program audits in the Region.

Participates in national teams to review current Airport Improvement Program policy and guidance. Makes recommendations for changes to national policy.

At the G Band level, you will have a higher level of Management direction and review and will be gaining experience to perform at the H and I band level.

At the H Band level, you will have limited direction and guidance from Management performing the duties listed below and will serve as a Regional Policy Specialist and Regional Audit Program Specialist.

Qualifications

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

To qualify at the FV-G level, you must demonstrate in your resume specialized experience equivalent to FV-F, FG/GS-5/7/9. Specialized Experience at this level includes experience researching and giving financial advice on the disbursement and control of organization funds; analyzing and performing statistical evaluation of grant-in-aid program(s); and providing advice on distribution of grant-in-aid funds. OR Combination of Education and Experience, OR Substitution of Experience with Education.

To qualify at the FV-H level, you must demonstrate in your resume specialized experience equivalent to FV-G, FG/GS-10/11. Specialized Experience at this level includes experience researching and giving financial advice on the disbursement and control of organization funds; providing advanced technical services on the control and distribution of grant-in-aid funds directly related to the development of Airports and/or airport infrastructure; experience making recommendations on policy, procedural guidance, laws, statutes, and/or orders relative to airport systems and/or programs, and conducting financial audits of a program.

To qualify at the FV-I level, you must demonstrate in your resume specialized experience equivalent to FV-H, FG/GS-12. Specialized Experience at this level includes experience researching and giving financial advice on the disbursement and control of organization funds. Direct work experience providing financial and technical services on the control and distribution of grant-in-aid funds directly related to the development of Airports and infrastructure. Direct work experience making recommendations on policy, procedural guidance, laws, statutes, and/or orders relative to airport systems and/or programs; and Experience with maintaining and coordinating a national financial audit program.
