Job Summary

Aptive Resources is seeking a Product / Business Analyst to be part of a team, to support the Department of Veterans Affairs (VA) Office of Performance Analysis and Integrity (PA&I) for the Veterans Benefit Administration (VBA) Enterprise Data Warehouse (EDW). EDW is the source for all data and information about Veterans benefits data. It contains relevant data from each of VBA's transactional systems and arrays the data in a variety of business intelligence reporting for executive managers, business lines and claims processing teams in VBA's Regional Offices. EDW data is used for fraud detection and prevention, financial auditing, and reports to Congress. It is the source for all legal reporting requirements, to include the Government Performance Accounting Act, the American Recovery and Reinvestment Act and the Federal Funding Accountability and Transparency Act of 2006.

The Product / Business Analyst must have experience with diverse IT projects both large and small within an Oracle environment. You will work within a diverse team and multiple firms supporting one mission. This position will be r esponsible for requirements traceability matrices and updates, technical documentation, change management, release management, and demonstrating report capabilities.

This position is onsite in Washington, D.C. at the VA facility during the normal operating hours of 0800 - 1700 EST Monday to Friday, excluding Federal holidays.

Primary Responsibilities

  • Support requirements management under a structured requirements management approach.
  • Review and analyze business requirements with VA stakeholders and provide requirements traceability matrices.
  • Provide standardized and repeatable documentation templates and documentation retention.
  • Provide technical documentation to include the development planning, technical architecture, software testing and deployment processes and detailed steps to resolve failures.
  • Attend and facilitate requirements gathering sessions with VA stakeholders and business lines.
  • Establish a planning policy for the implementation of release versions.
  • Informing and, if requested, provide customer and user training including a presentation about the functionality of the newly released version.
  • Analyze and translate report requirements provided formally and informally through stakeholder meetings or electronic communications.
  • Analyze requirements related to security and interaction with other systems and existing / legacy system data.
  • Analyze the technical aspects involved in any change management processes relevant to report requirements and respond to changes external to the organization.
  • Review, document and present UAT feedback for any defects identified.
  • Complete and formalize UAT Report(s) as part of the overall system documentation throughout testing.


Minimum Qualifications

  • Bachelor's Degree in a relevant field (Computer Science, Computer Engineering, Information Technology or related field).
  • 1+ years of relevant experience as Product or Business Analyst.
  • Experience in analysis, requirement solicitation and elaboration, and project management.
  • Experience preparing, editing and reviewing project documentation, reports, briefs, meeting materials, analysis, graphics, best practice presentations, benchmark info, interim and final deliverables.
  • Proven ability to perform testing sessions for reports and dashboards and resolving process issues.
  • Clear communication skills.
  • Sound problem-solving skills with the ability to quickly process complex information and present it clearly and simply to a diverse audience
  • Team-player mentality in collaboration creating innovative solutions efficiently.
  • Commitment to team culture of transparency and trust as leading principles.
  • Openness to learning and development outside current scope of knowledge.
  • Excellent communication and interpersonal skills, with the ability to effectively collaborate with diverse stakeholders and facilitate productive discussions.

  • Experience in a consulting ("trusted advisor") role.
  • Ability to communicate effectively, both verbally and in writing, to interact effectively with IT management, software development and test teams, and infrastructure teams and business partners.

  • Knowledge of Government Consulting environment and working within government technical teams.
