The Office of Infrastructure at the Washington Metropolitan Area Transit Authority (Metro) is seeking candidates for the new role of Senior Director, Power Engineering. The Office of Infrastructure inspects, maintains, and rehabilitates all High and Low voltage power for both Rail Traction Power and Auxiliary Power for stations, critical systems, and operations locations. This senior level role is responsible for the effective engineering of all power assets, to include new design, engineering modifications, and technical review of contractor proposed designs. The successful candidate will demonstrate previous experience in leading large teams, developing strong relationships with senior leaders and their teams, solving organizational and engineering challenges, promoting collaboration, establishing a culture of safety, and delivering solutions that meet our customers' needs.

MINIMUM QUALIFICATIONS

Education

• A Bachelor's Degree in Electrical Engineering
  • In lieu of a Bachelor's degree, a High School Diploma or GED and four (4) years of senior management experience in Traction Power or related field.

Experience

• A minimum of ten (10) years of experience performing management of electrical engineering functions, to include at least three (3) years in a supervisory capacity

Certification/Licensure

• Professional Engineering License - Electrical
• Roadway Worker Protection (RWP) Certification, Level 2, within six (6) months of hire and maintained for the duration of time in job

Preferred

• Rail industry traction power experience
• Utility power control center experience

Mission Essential Designation
In accordance with the Washington Metropolitan Area Transit Authority's Continuity of Operations Plan (COOP) this job has been identified as critical to mission essential functions. Incumbents in this role may be required to report to or continue to work in the event of authorized office closings or service suspensions due to severe weather, natural disaster, fire, operational emergencies or related events.

SUMMARY

The Senior Director Power Engineering is responsible for the effective engineering of High and Low voltage Power for both Rail Traction Power and Auxiliary Power for station and critical systems. This includes new design, engineering modifications, and technical review of contractor proposed designs. The incumbent is responsible, through teams of managers and electrical engineers, for the design and monitoring of SCADA systems as well as the overall state of the Authorities electrical systems.

The incumbent will work directly with the Senior Vice President of power and other senior Leadership, exercising discretion and independent judgment, to accomplish the objectives of the Authority.

ESSENTIAL FUNCTIONS

• Directs the review and approval of all plans, specifications and calculations to ensure constructability and compliance with regulatory agency requirements and accepted engineering practice.
• Directs engineering staff in in the safe and efficient operation and maintenance of traction power and auxiliary power.
• Establishes design parameters and develops conceptual electrical systems, for both ancillary and traction power.
• Directs staff in the review and approval of shop drawings, product cut sheets, construction schedules, and other construction submittals.
• Supports all State of Good Repair efforts necessary to maintain safe and reliable service. Maintains preventative maintenance instructions and developing engineering modification instructions.
• Manages outside consultant design projects assigned to assist with design projects. Reviews and/or manages staff review of plans and specifications prepared by consultants for all construction projects.
• Provides technical guidance to field staff for the operation and repair of equipment through both development of maintenance instructions and repair designs.
• Ensures correct procedures are followed for the maintenance of the authority's equipment.
• Ensures uninterrupted power supply to rail systems and facilities and that staff are properly trained and equipped.
• Supports short- and long-term capital improvement programs to adequately repair and replace power assets.
• Develops and presents oral and written reports to senior management.
• Manages the department budget including all contractual obligations with outside vendors.
