Summary

As a senior IT Specialist, you will work collaboratively with program offices and perform complex technical assignments to design, develop, test and implement system enhancements and new systems to meet emerging business requirements. Duties include analyzing and integrating business and IT requirements for software, hardware, and infrastructure; researching technologies and technology trends; conducting studies; performing alternatives analyses; and managing software development projects.

Duties

As a Information Technology Specialist, you will:
  • Perform complex analytical work for the design, development, and implementation of advanced software solutions, with authority and responsibility to direct development, acquisition, integration and transition-to-production tasks and activities.
  • Collaboratively work with customer organizations to define business requirements, translate business requirements into system requirements and to perform requirements analyses to identify technology solutions.
  • Apply technology management principles to adapt IT methods to a variety of situations to perform highly technical and analytical work pertaining to the planning, development, integration, and/or modification of systems/applications, including market research for software solutions.
  • Provide assessment, oversight, and technical direction of integrated activities performed by contractors throughout the systems life cycle and serve as a technical advisor for the development of solutions, with authority and responsibility to direct their tasks and activities.

The ideal candidate for this position is a highly motivated, technically skilled IT Specialist with experience in iterative software development methodologies, requirements development and analysis, and implementation of cloud-based solutions. He/she is analytical, committed to providing high-quality products and services, possesses strong interpersonal skills and has a proven track record of working collaboratively with program offices and stakeholders to assess business requirements and deliver cost-effective technology solutions that may range from custom-developed software applications to low-code solutions to software-as-a-service cloud solutions. He/she also has experience in various technologies, platforms, frameworks, and tools relevant to solutions which include a strong grasp of programming languages, cloud computing services, databases, networking, and security. They also keep abreast of technology trends; software development techniques, languages and best practices; and government sector technology innovations. He/she is highly adept at in designing complex, scalable, and reliable systems. This involves the ability to create architecture blueprints, appropriate technologies selection, and make informed decisions about impact on the ecosystem. The candidate will have experience in major cloud platforms (such as AWS, Azure, Salesforce) and services to leverage cloud resources to build scalable and resilient applications.

CONDITIONS OF EMPLOYMENT:

  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).
  • TELEWORK ELIGIBILITY: This position may be eligible for occasional and/or regularly scheduled telework. The number of telework days approved will be determined by your immediate supervisor or manager following the agency's telework policy and guidance. If participating in the telework program, you will be required to sign a telework agreement detailing agency telework policy requirements, working conditions, and expectations for the position.


Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements. You will be asked a few questions as part of your application but make sure to verify how you meet this experience in your resume or you may be deemed ineligible.

To qualify for the GS-13, you must have at least one year of experience equal or equivalent to the GS-12 and it must include:
  • Experience planning and managing IT projects (e.g. developing plans and schedules, estimating resource requirements, defining milestones and deliverables, identifying and managing risks, instituting performance metrics, and/or evaluating and reporting project status) for software applications.

To qualify for the GS-14, you must have at least one year of experience equal or equivalent to the GS-13 and it must include:
  • Experience evaluating business needs, developing technical alternatives, and providing recommendations; and
  • Experience planning, managing, and/or leading IT projects (e.g. developing plans and schedules, estimating resource requirements, defining milestones and deliverables, identifying and managing risks, instituting performance metrics, and/or evaluating and reporting project status) for software applications.

You cannot qualify on education at grades GS-12 and above for this series, you must meet the specialized experience for the grade, which is cited above.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): For job series GS-2210 experience must be IT-related and demonstrate each of the following four competencies:

1) Information Technology Program Management - Knowledge of the principles, methods, and tools for the coordinated management of an IT program to include providing oversight of multiple IT projects, integrating dependent schedules and deliverables, and related activities (for example, benefits management, life cycle management, program governance).

2) Technical Competence - Performs complex analytical work for the design, development, and implementation of advanced software/applications, Functions as a technical authority for alternatives analysis. Knowledge of the principles, methods, and tools for analyzing and developing software test and evaluation procedures.

3) Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing presentations; listens to others, attends to nonverbal cues, and responds appropriately.

In addition, for this position your qualifications will also be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following two areas:
  1. Technical Skills - Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues. Knowledge of the principles, methods, and tools for designing, developing, and testing software in a given environment.
  2. Program/Project Management Skills - Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.
