Summary

As an Attorney Advisor, you will work under the direction of the Assistant Chief Counsel for Federal Lands. You will be responsible for the performance of legal services and coordination of legal activities concerning the Federal Lands Highway program for the procurement and administration of Agency contracts and grants along with the defense and prosecution of Agency actions.

Duties

As an Attorney Advisor, you will:
  • Provide legal assistance and advice with respect to the advertisement, award and administration of very large (often in the millions of dollars) Federal construction and Architect & Engineer (A&E) contracts as well as cooperative agreements.
  • Provide legal advice with respect to contract claims presenting very difficult legal and factual issues arising out of Federal design and construction contracts, including settlement negotiations and assisting with the preparation of Contracting Officer's Decisions.
  • Represent the agency as lead counsel in contract claim litigation pending before the Civilian Board of Contract Appeals. As the agency's lead counsel you are primarily responsible for all pre-trial and trial matters, including the preparation and filing of all pleadings, conducting all necessary discovery, the preparation and briefing of all motions and responses, the preparation and examination of all witnesses and representing the agency at all hearings and trials.
  • Assist and respond to the Department of Justice in representing the agency in litigation pending before the Court of Federal Claims, the Federal District Courts and the various Courts of Appeal. Such litigation includes contract claims, tort claims and environmental actions.
  • Represent the agency in bid protest actions pending before the Government Accountability Office.

The ideal candidate is an individual with excellent legal research and writing skills, who can handle and prioritize multiple competing tasks and a diverse workload while maintaining collegial working relationships. This individual has a demonstrated interest in, and work experience related to, federal procurement, litigation, and construction contract law.

CONDITIONS OF EMPLOYMENT:

  • TELEWORK ELIGIBILITY: This position may be eligible for occasional and/or regularly scheduled telework. If participating in the telework program, you will be required to sign a telework agreement detailing agency telework policy requirements, working conditions, and expectations for the position.
  • GOVERNMENT TRAVEL CARD: This position involves travel. A government contractor-issued travel card will be issued and must be retained for official business only.
  • BAR MEMBERSHIP/LICENSE: Position requires that you currently must be a member in good standing of the bar of a state or territory of the United States or the District of Columbia; you must be able to demonstrate that you are licensed and permitted to engage in the active practice of law; and you must maintain that active status in good standing in one state or territory of the United States or the District of Columbia during the entire course of employment.


Qualifications

To meet the basic qualifications for this position, you must (1) meet the Mandatory Requirements, AND (2) provide a copy of your transcript(s) and bar membership for verification and (3) meet the specialized experience requirements for each grade you are applying to. (1) Mandatory requirements for all grade levels:
  1. You must have successfully attained a Juris Doctor (J.D.) degree in a school of law accredited by the American Bar Association (ABA); AND
  2. You must currently be a member in good standing of the bar of a State or Territory of the United States or the District of Columbia.

(3) Specialized Experience: In addition to the mandatory requirements, your experience must be of a progressively responsible nature for the number of years listed pertaining to each grade level that you apply to. Be sure to verify how you meet this experience in your resume or you may be deemed ineligible.
  • Grade 12 - One (1) year of professional legal work experience.
  • Grade 13 - Two (2) years of professional legal work experience.
  • Grade 14 - Three (3) years of professional legal work experience which must include sufficient experience in at least one of the following legal practice areas: litigation and/or procurement law.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Administrative/Procurement Law - Knowledge of Federal administrative and procurement laws, including procedures, regulations, and guidelines, and precedents related to case preparation and settlements.
  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Writing - Recognizes or uses correct English grammar, punctuation, and spelling; communicates information (for example, facts, ideas, or messages) in a succinct and organized manner; produces written information, which may include technical material, that is appropriate for the intended audience.
