Summary

The incumbent serves as a Branch Manager in the Contracts and Program Administration Branch, AMA-260 within the FAA Academy.

Duties

Provides overall administration and technical direction of all branch activities providing Outside Agency Training (OAT) for the following FAA Offices: Flight Standards Service (FS); Aviation Systems Standards and Aircraft Certification Service (AIR); as well as customers from the Department of Defense; domestic/international aviation businesses and organizations. In additional provides oversight and direction to the Information Technical (IT) and simulator maintenance staff. Integrates work of multiple organizations to meet strategic goals of the organization and the FAA, participates in strategic planning for the FAA, and makes commitments (program, budget, etc) for a major organization.

Plans and coordinates the Branch's functions including: interface with the e-Learning Management System (e-LMS), Acquisition Management System (AMS), PRISM, annual call for training requirements process, program administration of the annual training program/budget with LOB's, adjusting the training program in response to changing requirements, and developing planning scenarios to prepare for or respond to changing circumstances.

Defines, plans, and organizes assigned budget, staff, and other resources to accomplish training objectives. Manages budget and either reallocates resources among organizational programs or requests additional resources, as needed. Performs critical aspects of the budget planning process, including projecting short-term and long-term future needs and justifying resource requirements. Contacts are primarily within the organization and the LOB/SO with subordinates, peers, and higher-level managers to discuss the status of projects/ programs and to plan for the future. May have frequent contact with customers, other government entities and other external parties to
interpret policies/procedures or for other project/program purposes. Has authority to make commitments for the branch, within guidelines. Keeps the division manager and assistant division manager informed of the status of all projects and assignments. Assures the coordination of all functions of the branch with other organizational elements within the agency.

Applies a detailed knowledge of the technical aspects of the work that is directed; a detailed knowledge of budget, human resource management, and other administrative policies and procedures; and a comprehensive understanding of the objectives of the major subdivision, the LOB/SO, and the FAA. Also applies a thorough understanding of the principles of management and strategic planning, and the ability to integrate the work of multiple organizational units/projects/programs to accomplish mission objectives.

Facilitates regular branch meetings to build a sense of teamwork within the branch and keep employees informed. Assures all personnel under direction and supervision receive advice, counsel, or instructions relating to both work assignments and administrative matters. Managerial duties include planning; communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance for success in meeting training goals/objectives; coaching and developing employee capabilities; approving leave; and taking, recommending or approving corrective/disciplinary actions as appropriate.
Interviews candidates for vacant positions, recommending promotions and other personnel actions. Higher-level management, through status reports and organizational performance measures, typically reviews individual/organizational performance periodically. Has discretion to ensure the alignment of projects/programs with the tactical objectives of the branch.

Work is typically governed by established policies, procedures and mission objectives which leave considerable room for discretion. Provides guidance to subordinate managers and/or employees for preventing and resolving problems.

Qualifications

To qualify for the FV-K (FG-15) you must demonstrate in your application that you possess at least one (1) year of specialized experience equivalent to the FV-J (FG-14) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.

Specialized Experience includes: Experience coordinating training policies, standards, and procedures pertaining to programs and projects; experience planning and organizing budgets, staff, and resources to accomplish training objectives; experience integrating principles of management and strategic planning into multiple organizations; experience leading groups and teams in support of continuous improvement.

In addition to the minimum qualifications, the following has been determined to be a Quality Ranking Factor for this position.

Quality Ranking Factor (QRF): Well-qualified candidates for this position will possess experience in all of the following areas: Execution/administration of contracts for delivery of training services; Risk management; Overseeing the design, development, modification and evaluation of adult learning systems.
