Chemonics International is currently seeking a Managing Director, Technical Operations to join our team. The Managing Director, Technical Operations is responsible for providing strategic leadership and guidance for planning, designing, implementing, and managing the IT production and non-production computing environment: It includes the Enterprise System Operations (On-prem and Azure Cloud), the Technical Services (Active Directory, Access Management), and the infrastructure (Network environment, Firewalls). It also includes the Service Management, End-User Engineering, and Support Services. The Managing Director, Technical Operations collaborates with the GTID Senior Leadership Team, Executive Team, Business Unit leaders and other key stakeholders, inside and outside Chemonics, to establish goals and define the IT Operations strategy and objectives. Additional responsibilities include facilitating, cultivating, and driving innovation across GTID in support of Chemonics business objectives. The Managing Director, Technical Operations reports directly to the CIO and leads/directs a team of two Directors. Functional/Technical Responsibilities:
  • Define and implement the enterprise system operations strategy and supporting the management of the environment
  • Design and conceptualize the enterprise system operations. It includes the on-prem servers, the Microsoft Azure Cloud environment, and the technical services (Active Directory, and Access Management)
  • Monitor and optimize resource availability and performance of the enterprise system operations, establishing Chemonics Azure Governance (including the demand / capacity optimization, scalability and etc)
  • Provide disaster recovery continuity and testing
    Migrate the remaining on-prem servers to the Cloud
    Design, run and maintain the global network and firewalls environment
  • Provide tech support to Chemonics individual users
  • Advocate for the customer in ensuring service restoration and minimizing business impact
  • Promote use of Tiers services (1, 2 and 3)
  • Implement ITIL V4 framework
  • Provide audio and video conferencing support at Corporate
  • Design implementation, measurement, and continuous improvement of IT services
  • Promote process approach to service provision
  • Focusing on customer needs for services
  • Design, build, test, measure and continuously improve Chemonics computer systems
  • Integrate and test hardware and software interfaces for optimal performance
  • Provide direct oversight of Directors overseeing each of the Technical Operations functions
  • Share knowledge and developing staff capabilities to strengthen understanding of IT industry and business issues and best practices, evaluating implications to IT staff
  • Develop and communicate organizational objectives; inspiring and motivating team members to achieve results
  • Build organizational talent by creating a learning environment that ensures employees realize their highest potential
  • Work in partnership with GTID senior leaders on all IT strategic initiatives, continuously improving and implementing efficiency, structure, and rigor by anticipating issues, providing advice, and sharing knowledge and best practices
  • Develop strategic relationships with other executive team members and business partners and partnering across the GTID Senior Leadership team to align with Chemonics internal and external client demands
  • Demonstrate ability to communicate complex and technical issues to diverse audiences across Chemonics enterprise, both verbally and in writing, in an easy to understood and actionable manner
  • Work closely with Chemonics suppliers, continuously improving and implementing efficiency, structure, and rigor with them
  • Meet with them on a regular basis to control the level of service provided and follow up on KPIs and SLAs
  • Able to operate in an environment adept and agile with managing change
  • Requires a high degree of innovation and conceptualization of moving GTID and Chemonics forward in terms of its IT agility, value and alignment with the business goals.


Additional Responsibilities:
  • Advises the CIO and Executives as to the future enterprise architecture needs, creates the business case and analyzes the associated capital expenditures/investments required to meet Chemonics's long-term goals
  • Works with thought leaders outside of Chemonics to determine the latest trends in enterprise architecture to bring leading practices to the organization
  • Direct responsibility for effectively managing rollup of multiple operating budgets including compensation and operating expenses
  • Direct responsibility for capital projects and cost that have been approved by capital allocation authority
  • Complete authority for making day-to-day decisions within own area of responsibility
  • Authority over work methods that are not covered under enterprise IT standards for governance and methodology
  • Shared authority over new policies and procedures within IT organization in conjunction with GTID core leadership team
  • Responsibility for committing to actions and plans developed by IT core leadership team
  • Serves as a strategic advisor to the organization around enterprise system operations, technical service support and information technical security
  • Dedicated focus on continuous improvement with clear responsibility for maximizing value of IT environment to the business.

Requirements:
  • A degree in Information Technology, Computer Science, Engineering or related field (preferred Masters)
  • 12 to 15 years related work experience
  • Leadership experience managing a large staff organization
  • Knowledge and application of principles of enterprise architecture
  • Experience developing and executing against enterprise architecture strategy
  • Knowledge and implementation of Azure Cloud Governance and ITIL framework
  • Experience implementing and managing an Active Directory / Access Management environment
  • Demonstrated ability to communicate clearly and concisely, both orally and in writing, and lead presentations, training courses, and effective meetings
  • Effective persuasion and negotiation skills
  • Ability to work both independently and as part of a team
  • Demonstrated ability to manage and supervise staff and special initiatives
  • Demonstrated integrity, independent thinking, judgment, and respect for others
  • Willingness to travel and work abroad in less developed countries for at least 4 to 8 weeks per year
  • Spanish and French speakers are preferred to improve the user adoption of Enterprise systems to support projects in Spanish and/or French speaking countries
  • Demonstrated leadership, versatility and integrity

The Salary Range for this position is expected to be: $155,850 - $194,810.

An employee's pay position will be based on several factors including, but not limited to, relevant education, qualifications, certifications, experience, skills, seniority, performance, shift, travel requirements, and business or organizational needs.

Overtime exemption status may change due to state regulatory requirements.
