Job Summary

The Veterans Health Administration (VHA) is America's largest integrated health care system, with over 388,000 employees providing care in 1,298 facilities serving 9 million enrolled Veterans each year. Currently, 20% of VA health care systems have a shortage in the labor market of clinical occupations, including physicians, registered nurses, psychologists, practical nurses, medical technologists, social workers, etc. The Integrated Critical Staffing Program (ICSP) is a 10 year IDIQ contract that will address these challenges by providing health professional staffing, clinical and non-clinical services, and program management, human capital, and other professional services. ICSP supports the needs of all VHA program offices, Veterans Integrated Service Networks, VA Medical Centers, and other VHA organizations nationwide.

Aptive is hiring a Project Manager to lead Aptive's Program Management Office in support of VHA's Integrated Critical Staffing Program. As the Project Manager, you will design, implement and maintain all PMO and project control activities including management of scope, schedule, cost, communications, quality, risk and technology in support of ICPS. In addition, this role will serve as the primary liaison with Aptive's back office functions including people operations, accounting, security, workforce development and information technology.

Primary Responsibilities

  • Support leadership, growth and management a nationwide healthcare staffing program
  • Design and implement innovative approaches to manage dozens of healthcare staffing partners in support of VHA's nationwide clinical staffing requirements
  • Serve as day to day leader for Aptive's Project Coordination and Oversight Team, responsible for organizing, directing, and managing all aspects of IDIQ operational support functions involving multiple partner organizations and complex, inter-related project tasks that often require managing teams of contractor personnel at multiple locations
  • Design, implement and maintain project controls processes to effectively manage scope, schedule, quality, risk, communications
  • Provide subject matter expertise on delivering efficient and effective healthcare and clinical staffing services
  • Coordinate with government staff to build and maintain and effective management processes deliver qualify staffing services
  • Consult with VHA leads subcontractors to formulate and review task plans and deliverables, ensuring conformance with agency task schedules and costs and contractual obligations


Minimum Qualifications

  • At least 10 years of experience designing, building and leading Program Management Office operations for federal government or commercial healthcare organizations
  • Demonstrated experience managing dozens of subcontractors to perform as an integrated team
  • Demonstrated expertise in the management of program P&L, schedule, quality and customer satisfaction
  • Demonstrated familiarity supporting the Department of Veterans Affairs and the Veterans Health Administration including onboarding new contract staff, security clearance processing, required documents, and ICAMs
  • Familiarity with managing large scale recruiting operations
  • Familiarity with healthcare staff credentialing, training and security clearance processing
  • Bachelors' degree from an accredited university with a preference for a major in business and/or health administration
  • Active Project Management Professional (PMP) certification
