Job Summary

Aptive Resources is seeking a Deputy Program / Quality Manager, to be part of a team, to support the Department of Veterans Affairs (VA) Office of Performance Analysis and Integrity (PA&I) for the Veterans Benefit Administration (VBA) Enterprise Data Warehouse (EDW). EDW is the source for all data and information about Veterans benefits data. It contains relevant data from each of VBA's transactional systems and arrays the data in a variety of business intelligence reporting for executive managers, business lines and claims processing teams in VBA's Regional Offices. EDW data is used for fraud detection and prevention, financial auditing, and reports to Congress. It is the source for all legal reporting requirements, to include the Government Performance Accounting Act, the American Recovery and Reinvestment Act and the Federal Funding Accountability and Transparency Act of 2006.

The Deputy Program and Quality Manager must have experience with diverse IT projects both large and small. You will support the management of a portfolio of projects, diverse team and multiple firms supporting one mission. This position will provide program management support and act as the lead Quality liaison for accuracy of metadata, data quality and integrity. You will support and lead the team in providing exceptional data quality services required to sustain EDW applications.

This position is onsite in Washington, D.C. with an estimated 10% travel, during the normal operating hours of 0800 - 1700 EST Monday to Friday, excluding Federal holidays.

Primary Responsibilities

  • Serve as a focal point and provide leadership for quality assurance practices related to data, including data integrity, storage and architecture.
  • Use and promote industry best practices (such as Project Management Institute (PMI) standards) to implement and support project management methodologies, processes, and strategies to deliver IT-related projects.
  • Provide Deputy Program and Project Management, analysis, and planning support on an enterprise or individual project level.
  • Support the Program Manager and diverse team of IT DBAs, Quality Managers, Developers, Data Scientists, Analysts, and Engineering staff.
  • Employ a highly collaborative approach that maximizes existing resources and supplements the organization of projects and activities in accordance with the mission and goals of the PA&I organization.
  • Ensure quality requirements development and analysis support, data stewardship, project planning/schedule management, performance management, risk management and issue management are executed per the contract.
  • Build and manage operational performance metrics and communications specific to data integrity throughout the project maintenance, sustainment and implementation.
  • Support the delivery of Project Management Plan in coordination with the Program Manager.
  • Report on data and metadata integrity and quality, as well as the processes to establish, organize, and maintain quality assurance metrics.
  • Development, maintenance and delivery of Quality Assurance services for the EDW systems.
  • Development and execution of a Quality Assurance Plan, serving to validate and to ensure the integrity of data.
  • Perform defect tracking and reporting, quality control and quality analysis and provide documentation to support the verification section of the QA plan to ensure the project outputs meet the defined acceptance criteria.
  • Support the Risk Management Plan (RMP) supporting the Security Life Cycle of the Data Management Warehouse, defining the methodology to be used for risk identification, reducing the impact, tracking and monitoring, and reporting the results.
  • Identify all lessons learned, best practices and information gained through performance of tasks during critical failures or outage and captured in a Lessons Learned Report.
  • Create and manage long-term goals across projects.
  • Act as a point of escalation.
  • Meet with stakeholders to make communication easy and transparent regarding project issues and decisions on services.
  • Cultivate positive, trusting, and cooperative working relationships with all persons supporting the work, including government employees and other vendors.
  • Establish goals, objectives and key performance metrics.


Minimum Qualifications

  • Bachelor's Degree in a relevant field (Computer Science, Computer Engineering or Business).
  • 3 - 5 years relevant experience as a Technical Program or Project Manager, and/or Data Quality Assurance Manager
  • Past demonstration as a Quality liaison for ensuring data integrity, accuracy of metadata, and data quality.
  • Extensive experience within Oracle environments.
  • Ability to communicate effectively, both verbally and in writing, to interact effectively with IT management, software development and test teams, and data warehouse teams, and with business partners.
  • Delivery of error free reporting within all levels of technical and business operations.
  • Strong organizational and prioritization skills.
  • Excellent written, verbal and presentation skills.
  • Experience acting as coach and mentoring multiple teams on the effective implementation and continuous IT improvement.
  • Excellent communication and interpersonal skills, with the ability to effectively collaborate with diverse stakeholders and facilitate productive discussions.
  • Proven ability to lead and inspire teams, fostering a culture of high performance and continuous improvement.
  • Ability to communicate thoughts, ideas, and solutions logically, written, graphically and orally.
  • Strong analytical and problem-solving skills, with a focus on identifying and removing impediments to team productivity.
  • Experience in communicating detailed and technical concepts to a diverse audience.
  • Ability to obtain and maintain a public trust clearance.
  • Legal authorization to work in the U.S.


Desired Qualifications

  • Experience with Tableau servers, PowerBI, SAS Linux platforms, ITIL v4, Informatica ETL, Structured Query Language (SQL), PL*SQL, Unix shell scripts, OBIEE, Oracle Data Marts, EDW and APEX infrastructures.
  • Project Management Professional (PMP).
  • Data Warehouse Engineering Professional Certificate or similar Data Warehouse Certificate
  • Certified Scrum Master (CSM).
  • Experience with Data Warehouse O&M, ETL, architectural design, change management, disaster recovery and BI reporting.
  • Experience within the federal government in technical teams.
  • Extensive experience coaching and mentoring technical teams and resolving team-level challenges.
  • Strong critical thinking and analytical skills.
  • Proven ability to organize, prioritize, and work well with others.
  • Ability to get up to speed quickly on complex issues; desire to work in a fast-paced, rapidly evolving environment.
  • Presentation experience on enterprise data warehouse efforts.
  • Experience supporting large Cabinet-level federal agencies, ideally the Department of Veterans Affairs.
  • Strong customer interaction skills and a demonstrated ability to work with various stakeholders-including government Senior Executives-across multiple tasks.
  • Capable self-starter with a drive to get all types of work done and high attention to detail.
  • Management of diverse teams and experienced consultants across various roles and responsibilities.
