Since 1977, the Fairfax County Department of Transportation (FCDOT) has served the Fairfax County community by enhancing mobility, safety, and the quality of life of residents, businesses, and visitors through planning, coordinating, funding, implementing, and sustaining a multimodal transportation system. FCDOT is seeking an energetic and innovative professional with extensive experience in transportation funding and demonstrated success in creating and maintaining successful partnerships. This position works as part of the Coordination and Funding Division and serves as FCDOT’s primary liaison with the Northern Virginia Transportation Authority (NVTA), among other entities, representing Fairfax County’s interests in transportation policy and funding. This position works under the direction of the Coordination Section Chief and is expected to successfully resolve problems in a team-based environment, balance multiple priorities and tasks to meet established deadlines, and perform duties under limited supervision.

Responsibilities include:

• Serving as a subject matter expert on transportation funding issues involving NVTA, and other regional transportation entities, such as the Virginia Railway Express (VRE), the Washington Metropolitan Area Transit Authority (WMATA), the Northern Virginia Transportation Commission (NVTC), and the Transportation Planning Board (TPB);
• Identifying and analyzing issues affecting transportation funding in Fairfax County, the Northern Virginia region, the Metropolitan Washington area, and the Commonwealth of Virginia;
• Identifying transportation funding opportunities applicable to Fairfax County’s transportation priorities, such as federal, state, and/or regional grants;
• Preparing requests for transportation funding, including collaborating with FCDOT project managers to develop grant applications with related cash flows and justifications;
• Preparing funding agreements and related documents;
• Reviewing financial reports and requests for reimbursement, ensuring compliance with all applicable grantor requirements;
• Representing Fairfax County’s interests in transportation policy and funding with local, regional, and state representatives;
• Preparing reports and delivering presentations to elected or appointed officials, citizens, public agencies, and private entities; and
• Supervising professional staff who provide support in the above-noted functions.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in civil engineering, urban, regional or transportation planning, or a closely related field, plus five years of progressively responsible transportation planning related experience. The years of experience should include at least one year in the specific area of assignment (for e.g., SAS, Modeling, Facilities Maintenance, et al).

CERTIFICATES AND LICENSES REQUIRED:
Valid driver's license.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a driving record check to the satisfaction of the employer. Additional Work Schedule Requirements: Occasional overtime to meet deadlines and attend evening meetings.

PREFERRED QUALIFICATIONS:

• Demonstrated ability to establish and maintain collaborative and effective working relationships with Fairfax County staff, elected or appointed officials, regional or state transportation agency representatives, citizens, and other stakeholders;
• Experience with local and state governments, boards, authorities, commissions, and transportation agencies; including working with elected and appointed officials;
• Thorough knowledge of the principles and methods of transportation funding;
• Considerable experience in analyzing transportation policy and funding issues at the state or federal level;
• Experience in business process improvement;
• Strong written and oral communication skills;
• Strong interpersonal, analytical, organizational, and time management skills; and
• Demonstrated success as a supervisor, including coaching and mentoring.

PHYSICAL REQUIREMENTS:
Ability to travel to various locations throughout region to provide coverage, attend meetings and trainings. Ability to operate a motor vehicle. Ability to input, access, and retrieve information from a computer. Ability to lift up to 25 lbs. Ability to stand, stoop, bend, stretch, walk, climb, sit, kneel, crouch, reach, crawl, lift and handle materials with manual dexterity. Visual acuity to review detailed drawings, plans and documents. Work requires performing tasks in adverse weather conditions. All duties performed with or without reasonable accommodations.
