Job Announcement
Leads human resources operations for a 1,200-employee behavioral health organization. Under the direction of the Deputy Director of Administrative Operations, the Fairfax-Falls Church Community Services Board (CSB) HR manager serves as part of the CSB’s senior leadership team and participates in strategic planning efforts for Community Services Board (CSB). Implements strategic initiatives related to human resources, workforce planning, and succession planning. Oversees all human resources day to day activities at the CSB, including employee relations, recruitment, staffing, payroll, diversity, special program coordination, performance management, and staff training. Analyzes human resources business processes and makes recommendations for improvement. Works with managers to determine how human resources can best support their programs. Provides interpretation of county policies and procedures, as well as federal, state, and local laws to employees and management. Counsel employees and management on employee relations issues. Conducts and/or participates in investigations and writes investigative reports. Manages required actions as needed for employee grievances. Collaborates with the County Attorney’s Office, the Office of Human Rights & Equity Programs, Risk Management, and other county departments as needed. May represent the department in Civil Service Commission hearings. Manages a staff of HR assistants and professionals. Oversees volunteers and interns, and employee engagement programs. Develops and delivers training classes on human resources issues, career development, management, and supervision topics. Serves as Fairfax County CSB representative on VA CSB Human Resource Directors Council. Works on special projects, as assigned.

MINIMUM QUALIFICATIONS:

Graduation from an accredited four-year college or university with a bachelor's degree in human resource management, public administration, or a related field; Plus fiveyears of professional-level human resources experience including two years in a supervisory capacity.
NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, a Child Protective Services Registry check, and sanction screening to the satisfaction of the employer. A TB screening upon hire.
This position is emergency/essential services personnel. (Required to report for duty during inclement weather and/or other emergencies.)
PREFERRED QUALIFICATIONS:

Ability to communicate clearly, both verbally and in writing; travel to various work sites; and use a computer. All duties performed with or without reasonable accommodations.

- Manages senior level professional level staff in the execution of complex diversified human resources programs and initiatives;
- Leads strategic human resources departmental initiatives related to Human Resources, such as, Workforce Planning, Succession Planning, Compensation Initiatives etc.;
- Provides leadership guidance and assistance to senior departmental management on all aspects of human resources issues;
- Serves as an expert in the interpretation of Human Resources regulations, resolution of complex issues and consultation for sensitive management and employee issues;
- Oversees organizational development and training programs to identify needs, initiate, and respond to requests for organizational assessments and/or interventions designed to improve the efficiency and effectiveness of the agency;
- Provides leadership in developing, designing, brokering, and delivering employee development and training programs that support and promote mission, vision, and values, develop leadership and supervisory skills, and support leadership principles and concepts;
- Provides advice and counsel to managers and teams on the appropriate use of organizational assessments and how to integrate the results of interventions and/or assessments with County Human Resources policies and practices to improve the organization;
- Manages the analysis of Human Resources business processes and makes strategic recommendations for improvement regarding issues affecting the business needs of the agency;
- Provides high level Human Resources data analysis, conducts research, and interprets data;
- Serves on departmental steering committees that establish best human resources management practices, benchmarking, and consistent human resources guidelines and procedures on a departmental basis.

- Experience leading actions related to employee relations including grievances, and hearings
- Master's degree in human resources or a related field
- Professional HR certification
- Extensive knowledge and experience in variety of HR functions
- Experience working in a public sector and/or healthcare environment
- Experience supervising a team of professional- and administrative-level staff
- Proficiency with MS Office and HRIS
- Excellent communication and presentation skills.
