NCS is seeking a dynamic business analyst to join our Technology Services unit.
Reviews and analyzes computer systems and databases, information technology processes, and reporting systems to ensure accuracy, thoroughness, timeliness, and compliance with federal, state, and local regulations. Under the supervision of a Business Analyst III, researches the capability of various systems, potential upgrades, or new systems as they relate to business processes. Evaluates the efficiency and effectiveness of current processing and recommend enhancements or coordinate resolution of problems. Should seeks to understand the business and technical workflow of assigned business areas to assist with developing business requirements for automated systems. Maintains the functioning of data systems and ensure appropriate coordination with other agency-wide and countywide systems. Consults with staff on such database issues as design, management, and maintenance of records, and track and monitor use of software tools and licenses.

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Bachelor's degree in business, computer science or a field related to the department where the information technology services are being used; plus two years of experience analyzing business processes and/or developing/maintaining the main business system, technical platform or a related system.
NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check and a Child Protective Services Registry check to the satisfaction of the employer.
PREFERRED QUALIFICATIONS:
PHYSICAL REQUIREMENTS:
Work is generally sedentary in nature. However, incumbent may be required to do some walking, standing, bending, and carrying items up to 25 pounds. Ability to operate keyboard-driven equipment. Ability to communicate verbally and in writing. Sufficiently mobile to attend meetings at various locations and make presentations to county staff and community. All duties performed with or without reasonable accommodations.

- Analyzes business operations;
- Studies, researches, and conducts cost/benefit studies evaluating existing or proposed systems;
- Assists in the preparation of short- and long-range information technology plans;
- Prepares performance measure reports;
- Conducts discussions with agency representatives to review, evaluate, and analyze existing systems;
- Defines problems and information processing requirements;
- Recommends procedural and operating improvements;
- Identify needed automation support;
- Administers specialized departmental systems; performs day-to-day maintenance of systems;
- Identifies and tests system enhancements;
- Evaluates system performance and makes recommendations for increased efficiency;
- Identifies business needs and business process improvements;
- Represents the agency in new system implementation;
- Participates in the evaluation of design elements;
- Assists technical staff in developing and preparing system design documents;
- Develops, conducts, and coordinates acceptance testing;

- Acts as intermediary between users and technical staff to resolve problems;
- Participates in developing user training manual;
- Provides training to users;
- Coordinates and oversees maintenance and inventory of agency hardware and software;
- Works closely with agency IT technical staff;
- Develops and provides technical briefings for staff on new services and system components;
- provides technical support and training to users of installed software;
- Attends training workshops, product demonstrations, conferences, and technical briefings;
- Stays abreast of technology changes;

- Demonstrated experience developing user training manuals, scheduling and conducting user training, and organizing system user groups.
- Experience with querying data systems and development of reports to support program staff.
- Excellent written and verbal communication skills with the ability to explain technical concepts to non-technical department staff.
- Demonstrated ability to work in a collaborative and team-based environment.
