Summary

The incumbent serves as the Continued Operational Safety (COS) Program Manager in AIR-700. In this role, they utilize their engineering expertise and COS experience to develop, implement, and evaluate processes related to complex COS issues. They facilitate the communication of safety information, assist management in developing essential COS processes, and act as a focal point for the established oversight of COS processes. Additionally, they propose changes to COS processes as necessary.

Duties

Applies experience and comprehensive knowledge of engineering principles, theories, and concepts applicable to the Continued Operational Safety (COS) Programs. Assignments frequently require knowledge and experience working across functional and/or organizational lines. Typical assignment includes responsibility for overseeing and/or accomplishing COS work activities and project/program management as follows:

Managing Continuing Airworthiness Program: Applies broad technical, organizational, data management and team leadership skills to lead COS oversight of assigned make/model products from identification of potential safety issues through closure; Support management in ensuring the Compliance and Airworthiness Division, AIR-700, meet the COS program and process requirements and metrics; Identifies gaps in program metrics and processes, and recommends program improvements to address those gaps; Leads and/or participates on teams to conduct organizational improvement, implement new processes, procedures, conduct audits, maintenance of confidence, or other activity to achieve organizational performance objectives related to COS activity; Leads or steers major team activities associated with major COS related agreements with design approval holders or foreign authorities; and serves as focal point for development and maintenance of those agreements; Monitors and provides briefings to the workforce to ensure adherence to established COS procedures and working agreements; Responsible for overseeing assigned engineering workforce and design approval holders or foreign authorities in their duties to acquire and review operational data for potential safety issues; Develop, implement and continuously improve COS databases used for tracking and monitoring status of open COS and safety items; Coordinates safety issues with other COS Program Managers for potential impact on other products.

Interoffice Coordination: Collaborates and coordinates with other COS Program Managers in refining and standardizing COS processes; Advises management and staff and the technical writing staff on status and processing of planned AD actions and safety recommendations through each state of the process, making schedule and privatization recommendations, independently or in accordance with guidance from the Corrective Action Review Board (CARB) and management; Serves as representative on COS related local and service wide teams; Monitors incoming and processing of alternative method of compliance (AMOC) requests to ensure appropriate, compliant and issuance by cognizant engineer and Aircraft Evaluation Group inspectors and manager or designee.

Administrative: Supports national status reports on AIR's COS activities such as planned AD's, open COS event reports and safety recommendations; Schedules and facilitates COS decision-making meetings including CARB meetings; Schedules and attends Partnership Meetings with appropriate division branches and design approval holders; Responsible for generating and updating briefing papers in response to accidents and incidents; Assists other AIR personnel responsible for accident investigation coordination action as a liaison between on the scene personnel and managers and technical specialist.

COS Subject Matter Expert: Often represents the branch as a principal point of contact to provide advice and guidance on the applications of COS policies and procedures both internally and externally. Applies broad policy objectives and provides guidance for addressing issues to develop new and innovative approaches. Responsible for mentoring engineers on performing COS work and provides policy guidance and instruction to others, both internally and externally. Provides guidance to lower-level staff to solve difficult technical issues. Work is reviewed through status reports and at project completion, to ensure technical compliance and alignment with the requirements of the project/ work activity.

Qualifications

Basic Requirements: Successful completion of a full four-year professional engineering curriculum leading to a bachelor's or higher degree in engineering in an accredited college or university. To be acceptable the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the ABET as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics; OR,

ALTERNATIVE REQUIREMENTS: Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
  • Professional registration: Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico;
  • Written Test: Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico;
  • Specified academic courses: Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in paragraph A;
  • Related curriculum: - Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.

Specialized Experience for J-Band: In addition to the basic/alternative qualification requirements identified above, all applicants must demonstrate one year (52 weeks) of specialized experience equivalent to the next lower grade (FV-I or FG/GS-13). Specialized experience is experience which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and that is typically in or directly related to work of the position to be filled.

SPECIALIZED EXPERIENCE include:
  • Experience in certification or conducting safety evaluations of aircraft structure.
