RESPONSIBILITIES
- Subject matter expertise in program management inclusive of project planning, strategic planning, budgeting, monitoring, and reporting activities for the Oceanographic and Geophysical Science and Services Division (OGSSD)
- Work collaboratively with OGSSD leadership to provide technical expertise for managing the OGSSD portfolio
- Develop associated documentation such as Annual Operating Plan (AOPs), integrated Product List, Project Summaries, and Labor Summaries)
- Provide inputs into Federal strategic and management reports and aligning Division activities with NCEI, NESDIS, and NOAA.
- Provide Program Management expertise including advice, analysis, and assistance for the improvement of internal technical, business, and organizational processes to include strategic planning and execution, performance metric, feedback mechanisms, and reporting processes.
- Provide programmatic support for NCEI and OGSSD Leadership public and private outreach and engagement efforts for NCEI's science, data products, services, and NCEI as an organization by planning, coordinating, and facilitating engagement activities for NCEI Leadership including science conferences, Town Halls, workshops and other events.
- Provide project management expertise for OGSSD Products which may include assisting Product Leads and other internal and external project stakeholders in defining the requirements, preparing project documents (e.g. project plans, work breakdown structures, quality reviews), and implementing communication and training plans for 15 stakeholders.
- Provide project-oriented scientific, technical, and management assistance for designated special projects and activities including those focused on environmental data management data systems and products, on transitions of OGSSD products to the NESDIS (NCCF) cloud environment, or on implementing cloud services to modernize OGSSD's data products and services.
- Manage activities, implementations, and initiatives related to crucial business objectives, challenges, needs, and opportunities.
- Provide full financial planning and budgetary support
- Establish customer objectives and requirements and provides reports and presentations that keep all stakeholders informed regarding status.
- Assist in the development of Concept of Operations; Configuration Management Plan; Deliverables Management Plan; Software Development Plan; Communications Plan; Requirements Management Plan; Schedule Management Plan; Quality Plan; Risk Management Plan; and Scope Management Plan.
- Provide technical consultation for new systems development, new package evaluations and enhancements of existing systems.
- Prepare and monitor resources, work schedules and production milestones for multiple projects.
- Plan, facilitate and document application design and stakeholder sessions to define business and system requirements.
- Develop, review, and approve plans, schedules, and other technical documents.
- Maintain all necessary documentation and project plans related to assigned tasks and programs.
- Prepare technical user guides, on-line help documents, executive and technical briefs and presentations.
- Effectively communicate technical ideas in non-technical language in a business environment to facilitate program execution.

REQUIRED QUALIFICATIONS
- 5 - 10 years of experience in the field or in a related area
- BS/BA, from an accredited institution
- Certified Project Management Professional (PmP) preferred (professional credentials from a recognized entity)

- The Government may, at its discretion, allow Contractor work to be performed at a non-NCEI location if deemed to be in the Government's best interest. Alternate Work Sites must be in the United States.
- Type of environment: Office and Remote depending on client requirements

- Work schedule: Schedule is day shift Monday - Friday. May be requested to work evenings and weekends to meet program and contract needs.
