Chemonics seeks a full-time Senior Specialist, HR Communications & Change Management to support the Global Health Supply Chain Program - Procurement and Supply Management (GHSC-PSM) project. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

For the last six years, the GHSC-PSM project has delivered millions of health commodities around the world and has worked with countries to help develop more sustainable solutions for their health supply chain needs. The project is entering a phase where transition to a new suite of supply chain projects (Next Generation Global Health Supply Chain Program, or NextGen) is imminent, and the GHSC-PSM project will require strategic engagement with staff as the project transitions.

We are looking for a knowledgeable HR professional committed to supporting a holistic change management approach and transition plan for GHSC-PSM. Based in the Operations, Finance and Compliance (OFC) Division - Health and Supply Chain Business Line (HSC-BL), t he Sr. Specialist will support the HSC HR Director, GHSC-PSM Change Management Advisor, and GHSC-PSM Transition & Closeout project management units (PMUs) to ensure strategic focus and engagement with staff during this transition.

GHSC-PSM is the primary vehicle through which USAID procures health commodities for countries receiving U.S. government foreign assistance. GHSC-PSM also provides technical assistance to improve the efficiency, reach, and sustainability of in-country supply chains and is supported with funding from the U.S. President's Emergency Plan for AIDS Relief, the U.S. President's Malaria Initiative, USAID's family planning and reproductive health program, and USAID's maternal and child health program.

Responsibilities

Change Management
  • Lead the development of a people change strategy related to the overarching transition plan for GHSC-PSM, in coordination with the GHSC-PSM Change Management Advisor and the GHSC-PSM Project Director
  • Support the Health Supply Chain (HSC) business line HR Director, GHSC-PSM Change Management Advisor, GHSC-PSM Transition & Closeout PMUs in holistic change management approach and transition plan for GHSC-PSM, ensuring continuity of key capabilities are in place throughout the transition
  • Support divisional and project leaders in functional analysis of roles to help identify the necessary skills and staffing levels to achieve successful phased project transition
  • Support planning and timeline development for implementing staff changes, which may include: updating or developing job descriptions, opening requisitions for new positions, submitting direct promotion requests for approval, placement of employees without portfolios and/or position eliminations
  • Work in close collaboration with HSC HR and HR Division Compensation teams to understand and inform compliant, legal, and fair staffing decisions

Communications
  • Develop communications plan template based on HR industry best practices and support divisional and project leaders to cater the plan to their specific timelines and approach
  • Support regular communications about GHSC-PSM transition updates, achievements, milestones, and challenges to USAID and GHSC-PSM senior leadership teams

Business Partner
  • Provide guidance and coaching to managers, supervisors, senior leaders, and the HR department on change management and communication strategies; assist with HR-related challenges
  • Support development and implementation of strategies to prepare staff for transition and project end, e.g., organizing employee assistance session on job searching, CV writing, interview preparation, etc.
  • Maintain knowledge of trends, developments, and best practices in employee retention, morale, recognition, productivity, and incentives
  • Coach and advise staff on solving problems and implementing resolutions for performance management challenges; provide guidance on corrective actions, corporate policy interpretation, and other workplace human resources challenges
  • Advise PMUs and project office leadership on employment actions for project-office staff to ensure legal compliance with applicable regulations, and provide guidance on Chemonics policies, procedures, and compliance

Qualifications
  • Bachelors degree required
  • Minimum 5 years of related work experience in human resources, change management initiatives, organizational restructuring, or HR communications.
  • Experience successfully supporting a strategic change for a large project, a company or a business division
  • Experience in international development and USAID projects, preferred.
  • Excellent verbal and written communication skills, interpersonal and customer service skills, organizational skills, and attention to detail
  • Demonstrated ability to communicate clearly and concisely, both orally and in writing, and lead presentations, training courses, and effective meetings
  • Strong knowledge of MS Office applications
  • Ability to work both independently and as part of a team
  • Demonstrated leadership, versatility, and integrity
  • Fluency in written and spoken English

The Salary Range for this position is expected to be: $84,320 - $105,400.

An employee's pay position will be based on several factors including, but not limited to, relevant education, qualifications, certifications, experience, skills, seniority, performance, shift, travel requirements, and business or organizational needs.
