In this important role, you will be supporting theNaval Safety Command's Risk Management Information (RMI) development and sustainment. RMI is the Navy's strategy,endorsed by the Assistant SECNAV for Energy,Installations, and Environment, for a single Program ofRecord for Safety to improve the quality and accessibilityof risk management information associated with Navalsafety management. The initiative will consolidate safety systems, make it easier to reportmishaps, and provide authoritative data to help improve safety conditions.RMI will improve readiness by providing personnel with an enterprise view ofinformation necessary to focus on total loss prevention and control. RMI willturn data into actionable information, enabling all personnel to betterunderstand the hazards and risks associated with their operations andprocesses. RMI is a cloud-based, multi-service application that supports the US Navy, US Marines, US Airforce, and US Army.

The Business System Analyst will solicit, understand, manage, and document the customer's business requirements, processes, and workflows. The Business System Analyst will develop both written and visual depictions of requirements and process flows to develop and sustain the Navy's Risk Management Information (RMI) system. The Business System Analyst will work with developers to create the functional specifications that meet those requirements, serve as a subject matter expert to the developers building those functions, and work with the Test team to test the developed functionality. This role works closely with other Business System Analysts, Developers, Testers, and Production Support through each stage of the software development lifecycle. The Business System Analyst will demonstrate both existing and new functionality to the customer stakeholders. This job requires an experienced analyst who can partner effectively with all levels of the organization, lead others, drive results, proactively identify and resolve complex problems, and possess the ability to process and execute challenging decisions.

Responsibilities

Work you'll do

As a Business System Analyst within our Naval Safety Command's Risk Management Information (RMI)team, you will:
  • Develop and maintain an understanding of customer workflows and business needs to support project efforts.
  • Develop and maintain system wireframes, document processes, and other visual aids to support software development using MS Visio and/or other Microsoft Office products.
  • Deliver precise functional specifications, including functional hierarchy, workflow, business rules, functional requirements, system requirements, user stories, software requirements, interface design and definitions, data analysis, and data mapping to clients and development staff.
  • Responsible for direct interaction with clients, including but not limited to eliciting comprehensive business requirements, and use cases and recommending appropriate solutions.
  • Gather requirements and help build and document specifications for development.
  • Work with the technical team to develop high-level labor estimates to develop and deploy functionality.
  • Conduct gap analysis between application and stated customer requirements and collaborate with Architects and Developers to estimate project impact.
  • Generate requirement traceability matrix.
  • Work with Development, Quality Assurance (QA), Model Based System Engineer (MBSE) government leaders, and Production Support teams to communicate, verify, and test the desired functionality changes.
  • Work with the clients to demonstrate the changes to the system to ensure all relevant business needs are addressed.
  • Manage multiple competing priorities through effective organization and communication.
  • Recommend and institute Business System Analyst best practices and methodology and tools.
  • Lead and facilitate meetings to gather required technical specifications.
  • Perform QA of Business System Analyst team deliverables.
  • Responsible for Business System Analyst team development, performance goal setting, management, and evaluation review.
  • Other duties as assigned.

Qualifications
  • Bachelor's degree OR
  • High school diploma or GED equivalent and an additional 4+ years of related experience with computer science, business administration, or management
  • 5+ years of experience with technical requirement gathering
  • Secret clearance required

Knowledge, Skills, and Abilities:
  • Business and technical knowledge to review workflow, documentation, and user surveys, and analyze data to identify a solution to a business issue.
  • Strong MS Office skills (Word, Excel, PowerPoint, Visio).
  • Strong interpersonal skills in both customer interactions and team interactions and a willingness to interact with customers regularly.
  • Strong written and verbal communication skills, strong customer service, and ability to listen and understand what is being described by the end user as well as the ability to explain problem resolutions when necessary.
  • Ability to analytically address complex problems, process critical data, establish facts, and draw quality conclusions.
  • Strong technical and analytical skills in requirements development, analysis, documentation, testing, and evaluation.
  • Strong ability to communicate and brief senior-level DoD leadership.
  • Excellent self-starter with great attention to detail concerning managing software development environments and program libraries, including software deployments, collaborative problem-solving skills, the ability to produce usable and maintainable documentation and presentations, understanding of software processes, and strong presentation skills.
  • Ability to manage multiple efforts with time-related constraints, in a fast-paced contracting environment.
  • Develop technical specifications, diagrams, and flowcharts for development staff to follow.
  • Ability to draft proposals based on functional requirements, gap analysis, and user stories and acceptance criteria.
  • Demonstrate team leadership, staff development, management, and performance evaluations and actions.
  • Knowledge of business analysis principles, processes, and techniques.
  • Ability to develop and prepare use cases, functional specifications, and technical requirements.
  • Ability to understand and represent the needs of the end user in a software development environment.
  • Strong MS Office skills (Word, Excel, PowerPoint, Visio).
