The Travel and Transportation Specialist supports the U.S. Agency for International Development's (USAID) Management Services (MS) Travel & Transportation (TTD) office.

The Travel and Transportation Specialist supports the U.S. Agency for International Development's (USAID) Management Services (MS) Travel & Transportation (TTD) office.
Responsibilities
- Serve as the primary contact SME with the E2 electronic travel system.
- Provide support and assist with the USAID travel program supporting a variety of travel-related needs.
- Monitor the Travel and Transportation inbox and send inquiries and requests to the appropriate personnel.
- Assist and review travelers with the preparation of travel authorizations and travel vouchers.
- Monitor functional aspects of the E2 Travel system to ensure continued successful operation.
- Oversee project management through sound data analysis and act to ensure customer service delivery levels are consistent with division plans and priorities.
- Perform complex analysis of E2 travel business processes using expertise in the field to independently interpret the FTR and FAM, federal policy, associated agency travel policies, and practices to determine how the needs of travelers can be met within the framework of existing agency and federal agency guidelines.
- Conduct data collection within the E2 Travel system to assist in streamlining processes.
- Track and report the status and dependencies to successfully meet the requirements in support of data calls.
- Manage logistics for the travel training program, including providing job aids, team training, and classroom training.
- Provide technical guidance and training for travel staff members in the use of E2 Travel functionality.
- Review and respond to travel policy inquiries from internal and external customers.
- Prepare recommended replies to TTD leadership on travel program inquiries.
- Provide oversight of the process and advise management of critical issues with proposed or recommended solutions.
- Present policy and process-related information orally and in writing.
- Responsible for staying abreast of guidance and updates as it pertains to international travel.
- Work with staff of foreign embassies ensuring all requirements are met to process travel documents through the E2 Travel system.
- Develop proficiency in preparing documents for actions in the travel system.
- Serve as the backup for the Travel and Transportation Division help desk.
- Communicate with various offices, including the Department of State, General Services Administration, and other federal government agencies as required.
- Maintain electronic and hard copy files and systems in compliance with USG, agency, and office standards.
- Provide administrative support duties, including scanning, copying, filing, and other administrative support, making sure clearances and mandatory training are all completed and up to date as needed.
- Maintain any communications materials that may be needed, such as a newsletter or training materials.
- Other duties as assigned.
Qualifications
- High school diploma or GED equivalent required
- Experience as an intern, support contractor, government staff, or industry staff
- Experience with Microsoft Office and Google Suite
- Experience with Electronic Travel Systems and productivity tools
- Experience working in travel, transportation, or E2 Solutions preferred
- Experience working in a team environment
- Experience completing individual tasks effectively
- This position is not eligible for remote work.
- This position is eligible for telework at management discretion.
- Must be willing to transport documents to the Department of State, Embassies, Consulates, or any other designated location for the benefit of the agency.
- Obtain and maintain a USAID Facilities Access
- US citizenship required

- Ability to communicate promptly with the COR and/or designated Program Manager when unable to meet necessary deadlines.
- Excellent communication skills, both written and oral.
- Ability to communicate with clients, team members, and other stakeholders throughout the travel and transportation process.
- Superior computer skills and the willingness/ability to learn new software and database management tools quickly. (Microsoft Office in a network environment, Google Suite, etc.)
- Process-oriented, efficient, and highly organized with attention to detail.
- Ability to balance priorities and manage multiple work streams.
- Ability to complete tasks independently and promptly.
- Strong ability to identify problems and solve them with demonstrable analytical and reasoning ability.
- Customer service-oriented with the ability to build strong relationships.
- Ability to quality control various travel-related documents ensuring that they are error-free and accurate.
- Ability to demonstrate experience with the State Department passport and visa program.
- Ability to triage incoming requests and interface with the various stakeholders to resolve any concerns/issues.
- Experience with interpreting federal travel rules and regulations.
- Knowledge of passport and visa processes to disseminate information to the Department of State Special Issuance Agency and various embassies.
