Job Summary

The Department of Veterans Affairs (VA), VHA, requires professional support services to assist the Deputy Under Secretary of Health (DUSH)-who is accountable for specific health care programs enabling and supporting virtually every aspect of patient care provided to Veterans-- with the development, administration, and management of various emerging initiatives, some of which are legislatively mandated. Aptive serves as the Veterans Health Administration's (VHA) strategic partner to transform the country's largest and most complex organizations - with 1,600 care sites across 50 states and a staff of approximately 300,000 employees caring for over six million Veterans - into a clinically led, outcome-focused, and technology-enabled organization.

Aptive requires a Project Manager (PM)/Business Process Reengineer (BPR) support VHA's Claims and Appeals Modernization Office (CAMO) in leading an Integrated Project Team to implement requirements of the Appeals Modernization Act of 2017 and address Office of the Inspector General (OIG) recommendations. The PM/BPR will provide leadership and guidance related to business process reengineering, improvement, and management. Duties include leading an IPT contractor team and providing recommendations related to re-engineering for oversight and governance, standardization of processes and tools; and improvements for intra-VHA program office coordination and inter-agency coordination with the Veterans Benefits Administration (VBA) and Board of Veterans' Appeals (BVA). To assist in managing multiple concurrent transformation efforts, the PM/BPR will plan and organize work, prioritize projects, and deliver and monitor business results.

The PM will exhibit a well-recognized ability to rapidly engage and leverage the knowledge of VHA program operations and the Administration's previously established goals and objectives to support a range of high-profile initiatives.

Primary Responsibilities

  • Lead an IPT contractor team, including planning and direct execution of project operations, developing procedures and administrative support efforts.
  • Delivery of high quality, senior executive-level deliverables.
  • Provide process improvement recommendations leveraging best practice methodologies and tools.
  • Review and analyze reports involving workload data, performance metrics, and other statistical information for content, completeness, and timeliness, and develop executive key summary information.
  • Experience drafting notes, implementation plans, and adhering to strict timelines
  • Interfacing, both orally and via written communications with various VA stakeholders


Minimum Qualifications

  • A bachelor's degree
  • 10+ years of relevant experience
  • Knowledge of VHA business processes
  • Familiarity with claims and appeals management
  • Prior experience leading an IPT with demonstrated outcomes
  • Executive level communication skills
  • Proficiency with Microsoft Suite of products: Excel, PowerPoint, etc.


Desired Qualifications

  • Experiences with business intelligence/data visualization and process automation
  • PMP and LEAN certificate
