Join our team as a Controller in the Financial Management Department of the Senate Sergeant at Arms (SAA). Are you ready to take your financial leadership skills to the next level? As the Controller at the SAA, you'll play a vital role in shaping the financial landscape of our organization. You'll work closely with the Chief Financial Officer to strategically lead financial processes, drive budget execution, and ensure resource optimization across divisions. Your dynamic communication, project management, and decision-making abilities will be the driving force behind achieving organizational excellence. If you’re an energetic individual with an active Certified Public Accounting (CPA) license and knowledge of Financial and Supply Chain Management and PeopleSoft e-Procurement, your expertise will be instrumental in upholding our financial integrity and driving us towards success in an ever-evolving environment. Essential Duties and Responsibilities:
The Controller's responsibilities include, but are not limited to:
Leadership and Direction: Under the guidance of the CFO, provide direction to subordinate department seniors and financial professionals. Integrate program activities into the Financial Management department's mission, allocate resources, and ensure task completion.
Effective Communication: Collaborate with various stakeholders, including the SAA Executive Office, Secretary of the Senate Financial Systems Program Office, and Member/Committee Offices. Communicate effectively to achieve organizational goals, programs, and policies.
Project Management: Manage SAA-wide projects, prioritizing efforts according to changing leadership and mission requirements. Ensure ongoing mission standards while adapting to evolving priorities.
Policy Development and Compliance: Define and develop organizational procedures and policies. Offer guidance and training to department seniors to ensure compliance with established policies.
Decision-Making: Make independent decisions in alignment with SAA-wide policies, ethics, and legislation, contributing to the organization's financial integrity.
Team Building and Management: Build, mentor, and train teams to meet organizational objectives. Evaluate and monitor the performance of financial staff, recommending personnel actions as necessary.
Financial Reporting: Prepare monthly Financial and Operating Reports. Execute year-end processes, managing expiring and lapsing single- and five-year funds.
Adaptability: Thrive in an ever-changing environment by employing quick thinking and effective problem-solving skills.
- Active Certified Public Accounting license required
- Knowledge of PeopleSoft FSCM highly desired
- Knowledge of PeopleSoft e-Procurement highly desired
- Solid knowledge of GAAP
- Advanced written and oral communication work skills
- Excel expertise
- The ability to build a team to include hiring, mentoring and training to meet tasks at hand.
- Monitor and evaluate the performance of financial staff to include, recommending and implementing personnel actions, such as promotions and dismissals.
Required Education: BS in Accounting
Required Work Experience:
- Minimum 10 years supervisory experience
Licenses, Certification and Other Requirements

Conditions of Employment
To be employed by a Senate employing office in a paid position in the continental United States an individual must:
1. Be a U.S. citizen;
2. Be lawfully admitted for permanent residence and seeking citizenship as outlined in 8 U.S.C. § 1324b(a)(3)(B);

The incumbent must reside in the continental United States.
