The City of Westminster is seeking a Superintendent for the Water Treatment Plant that will be responsible for overseeing and supervising the daily operations and aspects of water treatment, including all treatment plants and well systems. This position is charged with providing potable water for public consumption and in sufficient quantities for firefighting, coordinates with others for the improvement, maintenance, and expansion of the system.
This position is responsible for directing changes in the operation of the main plant and contributing treatment units within the distribution system. Responsibilities include changes in flow, chemical dose, and load conditions, managing system operations, organizing, scheduling, and assigning planned work. In addition, this position develops annual operating and capital improvement budgets for review. This position works closely with engineers and contractors during design of renovations, upgrades, and new construction. This position coordinates with laboratories/consultants regarding studies for internal and external review. Supervises and participates in the removal and replacement of equipment. Supervises a subordinate staff of 11 employees covering the 24/7 operation.
The Superintendent must ensure compliance with Environmental Protection Agency (EPA), Maryland Department of the Environment (MDE), and Maryland Occupational Safety and Health Administration (MOSHA) policies and guidelines and sets standards for Water Treatment Plant operations.
Requires a minimum of High School diploma with preference given to higher education in fields of engineering, chemistry etc. Additionally required is seven (7) years of progressively complex experience in the water treatment field; or equivalent combination of education, training, and related experience. Possession of or the ability to obtain, through reciprocity, a Maryland Class IV Water Treatment Superintendent Certificate in accordance with Environmental Article Title 12 and COMAR.26.06.01. Possession of, or ability to obtain, a valid Class B CDL driver’s license with Tank and Air Brake endorsements within 6 months.
