Summary

The position is located within the Aviation Property Management Organization (APM-1) in the Property Operations Division (APM-400). The position serves as a Management and Program Analyst for the Personal Property Program, which includes Fleet Management.

Duties

The primary duties of the position is to supports the FAA Lines of Businesses (LOB), Staff Offices (SO), and Service Areas - the Mike Monroney Aeronautical Center, William J. Hughes Technical Center and Washington Headquarters (HQ) Logistics and Property offices.

The Management and Program Analyst performs multiple, varying, and complex assignments under the minimal direction of a manager, project/program manager, team leader, or more experienced professional. May act as a contributor specialist and/or member of a team and perform some leadership functions on large projects/programs or other work activities.

Typical assignments may include tracking and analyzing data to ensure compliance with policies and procedures; providing guidance to less-experienced professionals in day-to-day operations; identifying, analyzing, and recommending solutions for complex/difficult problems; and recommending improvements to systems and processes.

The Analyst applies experience and comprehensive knowledge that are applicable to plan and accomplish assignments for projects/ programs such as management, coordination, and regulation of activities supporting capitalization, personal property, policy development and coordination, re-utilization, screening, and disposal of assets across functional and/or organizational lines.

Demonstrates considerable independence in planning time and helping a manager, project/program manager, and/or team leader to plan and use assigned resources to accomplish projects/programs/activities. May identify and request additional resources, as needed.

Contacts are internal and external. Works effectively with regular contacts among major subdivisions and with others across Line of Businesses (LOB) and Staff Offices (SO), supporting task groups of line and staff professionals and assists with multiple tasks and projects simultaneously in a fast-paced, results-oriented environment. May act as a point of contact to provide advice and guidance on the applications of policies and procedures. May be called upon to communicate FAA positions on policies and procedures internally and externally. Proactively communicates improvements with program managers or management to resolve issues and/or to improve operations.

Incumbent works closely with management and other program managers to collect, organize, and analyze data, prepare reports showing qualitative and quantitative trends and projections, and generate practical programs and recommendations to improve overall organizational performance. Uses a wide range of statistical and analytical methods for assessing and analyzing business processes and database systems; based upon data analysis, determines focus areas, performance objectives, key performance indicators, and performance targets. Consolidates and organizes data appropriate for the task, accomplishes analysis of data and prepares reports, presentations and issue papers to assist the program and/or management with decision-making.

Resolves most problems and work issues without the assistance of a manager, project/program manager, team leader, or more experienced professional. Develops and recommends approaches to address current and anticipated problems and issues. Works with management and/or more experienced professionals to solve problems. Established policies/procedures provide guidance for most assignments, but allow considerable discretion for employee to select the most appropriate approach(es) or develop new approaches. Assignments regularly require interpretations of internal and external policies and extrapolations from precedents.

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-H, FG/GS-12. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience includes: Experience collecting and analyzing data to evaluate the effectiveness of administrative and management programs. Experience ensuring compliance to processes, procedures and program operations related to property management.
