Job Summary
Aptive Resources is seeking a Project Manager, to be part of a team, to support the Department of Veterans Affairs (VA) Office of Inspector General (OIG). OIG is an independent office within VA. Its mission is to serve Veterans and the public by conducting meaningful independent oversight of the VA's programs and services. The OIG performs audits, reviews and investigations that improve the efficiency, effectiveness, and integrity of the VA's' programs and services.
The Project Manager will lead IT technical support services through strategic input, project management and operational planning. Leveraging a minimum of 5+ years of relevant experience, the project manager will lead a technical IT team providing high quality, effective, and efficient Information Technology (IT) services. In this role, you will cultivate client relationship building and deliver the key aspects of federal program management. Diverse management of IT projects, helpdesk, cyber security, risk management, IT project planning, coordination and training will be supported by this role.
This role requires experience with diverse IT projects both large and small. You will manage various projects, diverse team and multiple firms supporting one mission. By offering your experience in Cyber Security and Security Operations, IT Program Management, Governance and IT Operations Support / Help Desk you will lead our team to exceed expectations. This position will provide project management support, to include all the necessary technical, business, and administrative planning; organizing; managing; coordinating; tracking (e.g., schedule, deliverables); performance management; and resource management required to perform all the program activities successfully.
This position is 100% onsite in Washington, D.C. during the normal operating hours of 0800 - 1700 EST Monday to Friday, excluding Federal holidays.

Primary Responsibilities
- Serve as a focal point and provide leadership for practices related to portfolio, program, and project management.
- Use and promote industry best practices (such as Project Management Institute (PMI) standards) to implement and support project management methodologies, processes, and acquisition strategies to deliver IT-related projects.
- Provide program and project leadership in all aspects of planning, preparation, coordination, and execution of multiple tasks and anticipate the needs as driven by client leadership requests.
- Oversee all components of basic, stand-alone and day-to-day activities to ensure performance in accordance with contract requirements.
- Create meaningful relationships with clients.
- Delivery of Project Management Plan, describing the technical approach, timelines, organizational resources, and management controls being employed to meet the schedule and performance requirements.
- Deliver and maintain summary reports on Cyber Security and Risk Management, Current / Ongoing / Completed IT projects, and the Project Management Plan (PMP).
- Deliver and maintain documents, status and reporting to enable data driven leadership decision making.
- Plan client meetings by anticipating needs as driven by the recurring tasks, coordinate meetings with team members, develop data requests and document new tasks throughout the engagement.
- Oversee and ensure the quality of project activities and work product and approve and submit all client deliverables.
- Produce project documentation, reporting, briefs, meeting materials, analysis, graphics, best practice presentations, benchmark info, interim and final deliverables.
- Provide governance, project management, analysis, and planning support on an enterprise or individual project level.
- Support a diverse team of Cyber Security, Developers and Help Desk staff.
- Organize projects and activities in accordance with the mission and goals of the organization.
- Employ a highly collaborative approach that maximizes existing resources and supplements functional and operational gaps.
- Ensure requirements development and analysis support, strategic planning, project planning/schedule management, performance management, risk management and issue management are executed per the contract.
- Build and manage operational performance metrics and communications specific to the project implementation.
- Support risk analysis for key decisions and provide input and analysis of policies and procedures.
- Implement and manage changes and interventions to ensure project goals are achieved.
- Act as a point of escalation.
- Meet with stakeholders to make communication easy and transparent regarding project issues and decisions on services.
- Produce accurate and timely reporting of program status throughout its life cycle.
- Cultivate positive, trusting, and cooperative working relationships with all persons supporting the work, including government employees and other vendors.
Minimum Qualifications
- Bachelor's Degree in a relevant field (Computer Science, Engineering or Business).
- 5+ years relevant experience as a Project Manager.
- Relevant experience in Cyber Security or Scrum Master.
- Ability to communicate effectively, both verbally and in writing, to interact effectively with IT management, software development and test teams, and infrastructure teams, help desk support teams and with business partners.
- Strong organizational and prioritization skills.
- Excellent written, verbal and presentation skills.
- Excellent communication and interpersonal skills, with the ability to effectively collaborate with diverse stakeholders and facilitate productive discussions.
- Capable self-starter with a drive to get all types of work done and high attention to detail.
- Experience preparing, editing and reviewing project documentation, reports, briefs, meeting materials, analysis, graphics, best practice presentations, benchmark info, interim and final deliverables/
- Strong analytical and problem-solving skills, with a focus on identifying and removing impediments to team productivity.
- Experience in communicating detailed and technical concepts to a diverse audience.
- Ability to obtain and maintain a public trust clearance.
- Legal authorization to work in the U.S.
Desired Qualifications
- Project Management Professional (PMP).
- Cyber Security Certification (CISSP, CISA, CISM, SSCP, etc.).
- Certified Scrum Master (CSM).
- Experience within the federal government in technical teams.
- Coaching and mentoring Agile teams, including facilitating Agile ceremonies and resolving team-level challenges.
- Strong critical thinking and analytical skills.
- Proven ability to organize, prioritize, and work well with others.
- Ability to communicate thoughts, ideas, and solutions logically, written, graphically and orally.
- Ability to get up to speed quickly on complex issues; desire to work in a fast-paced, rapidly evolving environment.
- Presentation experience on policy, guidance and standards efforts.
- Experience supporting large Cabinet-level federal agencies, ideally the Department of Veterans Affairs.
- Strong customer interaction skills and a demonstrated ability to work with various stakeholders-including government Senior Executives-across multiple tasks.
- Capable self-starter with a drive to get all types of work done and high attention to detail.
- Management of diverse teams and experienced consultants across various roles and responsibilities.
