Job Summary

Aptive Resources is seeking a full-time Budget Analyst for a federal client. The ideal candidate will have demonstrated experience in finance and budgeting for federal clients, and the ability to succeed in a fast-paced environment.

This full-time position is anticipated to be hybrid, with some work located at the client site in Indianapolis,IN, and with some work taking place remotely. It is a contingent hire position.

Primary Responsibilities

  • Provide support in all areas related to the federal budget process in financial management and reporting, planning, analysis, reporting, execution, and portfolio management to the client.
  • Identify best practices for business process and re-engineering for financial management.
  • Employ best practices as it relates to the management of knowledge.
  • Provide spend plan management support, rent plan management support, and support to clients using Systems Applications and Products (SAP), Business Warehouse (BW), and TRIRIGA software programs.
  • With client oversight, assist with budget preparation, formulation, execution, analysis, presentation, and reporting efforts.
  • Allocate funding to the client for execution.
  • Help maintain financial and natural property systems of record, prepare funding requirements, monitor expenditures, provide routine reports on funding status and burn rates, and analyze data to manage risk.
  • Provide support for spend plan management, rent plan management support, and support to clients using various systems of record (e.g., CONCUR, Systems Applications and Products (SAP) application, Business Warehouse (BW), TRIRIGA, etc.)
  • Identify best practices for business processes and re-engineering financial management efforts.
  • Work with various client offices to develop requirements and update spending plans.
  • Report on financial data in all systems (SAP, Business Warehouse, and TRIRIGA).
  • Analyze spending patterns and provide insights on ways to improve efficiencies.
  • Use SharePoint, Teams, One Drive, and One Note to track and maintain financial documentation.
  • Prepare documents by all reporting cadence (e.g., daily, weekly, monthly, quarterly, and annually).
  • Help with reporting requirements mandated by Congress, the Administration, or other client stakeholders.
  • Coordinate and develop Exhibit 54, the annual space budget justification process.
  • Provide reports and analysis regarding Service Entry Sheet (SES) creation/invoicing, SAP transactions including de-obligation requests, Purchase Request (PR) creation, Unliquidated Obligation (ULO) related data requests, Goods Received/Invoice Received (GR/IR) data requests, SAP data inquiries, parked invoices, and financial tasker responses.


Minimum Qualifications

  • Ability to obtain an adjudicated CBP Background Investigation.
  • Bachelors degree in related field
  • A minimum of four (4) years of experience related to operations management, analysis, and support within Federal or State agencies.
  • Experience using Power BI database.
  • Can manage internal recurring deliverables.
  • Experience with analyzing data and engaging in continuous process improvement efforts for future implementations.
  • Has strong written and verbal communication skills with the ability to tailor content to various audiences.
  • Can organize and facilitate staff meetings.
  • Ability to foster partnership with numerous stakeholders.
  • Has strong analytical and facilitation skills.
  • Experience in conducting training efforts.
  • Is proficient with Microsoft Office applications, Power BI, SharePoint, and Power App.
  • Can identify potential process redundancies and inefficiencies and recommend improvements.
  • Has experience preparing quality reports and presentations for senior leadership.
  • Legal authorization to work in the U.S.
