Overview
We are seeking an IT Operations Manager who is empowered with the authority to make decisions, plan, manage tasks, and direct resources to operate and maintain the FISMA High system computers and networks used by the client to perform their functions as well as enterprise cyber security services provided by the client and its partner's information systems. This includes maintaining information assurance in compliance to DOC and NOAA IT Security policies and maintaining control implementation and documentation in accordance with NIST 800-53 r5 high-impact security controls.

RESPONSIBILITIES
- Determine security requirements by evaluating business strategies and requirements.
- Research information security standards.
- Conduct system security and vulnerability analyses and risk assessments.
- Study architecture/platform and identify integration issues.
- Prepare cost estimates for security measures.
- Plan security systems by evaluating network and security technologies.
- Develop requirements for LANs, WANs, VPNs, routers, firewalls, and related security and network devices.
- Design PKIs, including the use of CAs and digital signatures, as well as hardware and software.
- Adhere to industry standards while designing security systems.
- Maintain the security plan by monitoring and ensuring compliance with standards, policies, and procedures.
- Develop and conduct training programs to enhance security awareness.
- Maintain security standards of the information systems by monitoring the IT environment.
- Identify security and operational gaps.
- Evaluate and implement enhancements to address identified gaps.
- Prepare system security reports by collecting, analyzing, and summarizing data and trends.
REQUIRED QUALIFICATIONS
- Bachelor's degree in Computer Science, Cybersecurity, or a related field. Advanced degrees or certifications in cybersecurity management are preferred.
- Strong knowledge of cybersecurity frameworks, industry standards, and best practices (e.g., NIST, ISO 27001).
- Familiarity with relevant laws, regulations, and compliance requirements pertaining to cybersecurity (e.g., FISMA, HIPAA, GDPR).
- Strong analytical and problem-solving abilities, with the capacity to assess risks and develop effective mitigation strategies.
- Excellent communication and interpersonal skills, with the ability to effectively engage with stakeholders at all levels of the organization.
