Full Time Position

Overview
In pursuit of service excellence, this Recreation Manager II is a leadership position in the Division of Recreation Services; the position oversees recreation and aquatic facility management, aquatic staff supervision, aquatic budgets, and aquatic programming for all the City of Alexandria’s aquatics facilities. Pools managed by this position include Rixse Pool (indoor) at Chinquapin Park Recreation Center and Aquatics Facility, Old Town Pool (outdoor), Memorial Pool (outdoor), and Warwick Pool (outdoor). The Recreation Manager achieves goals through supervision of a large team of seasonal, contractual, part-time, and full-time aquatics staff. This position reports to and receives support from the Regional Program Director.
Major areas of responsibility include:
  • Management of day-to-day operation, maintenance, and administration of the City of
  • Development and implementation of various aquatics programs (including learn to swim classes), ensuring that program objectives are met and exceptional customer experiences are provided.
  • Projection and oversight for aquatics expense and revenue operating budgets and capital improvement budgets.
  • Creation of safe working conditions for aquatics staff and safe recreational facilities for customers by providing ongoing staff training and audits and by performing equipment maintenance and proper chemical handling in accordance with local health codes and national training standards.

The Aquatics Recreation Manager II is part of the Division Management Team and is involved in recreation as well as aquatics leadership. This includes serving as Manager On Duty at the Chinquapin Park Recreation Center and Aquatics Facility, attending division and department meetings, and serving on Division, Department and/or City committees and work groups. This position is provided with opportunities and encouraged to attend professional trainings, conferences, and be involved in professional organizations.

You will have a demonstrated ability to operate safe and inviting aquatics facilities, lead and train a large and diverse team, and manage a comprehensive learn to swim program while meeting budget targets.

You should possess independent judgment and initiative, enthusiasm, flexibility, diplomacy, excellent oral and written communication, and emotional intelligence. You should also be available to work various hours which include days, evenings, weekends and some holidays. You will have the ability to be on call and resolve urgent situations over the phone and/or by reporting in person to the aquatics facility.

Aquatics Recreation Manager key performance objectives:
  • Recruit, hire, coach, and retain approximately 75 seasonal aquatics staff (pool operators, lifeguards, swim coaches, pool managers, and water safety instructors) annually by Memorial Day weekend to operate multiple pool locations.
  • Conduct bi-monthly staff in-service, quarterly audits, and bi-annual evaluations to foster engagement, teamwork, skill development, and maintain Red Cross certifications.
  • Directly supervise one full-time Aquatics Coordinator, one part-time Aquatics Program Specialist, and 20 seasonal pool managers by providing coaching, mentorship, and strength-based delegation to effectively and efficiently achieve team goals.
  • Collaborate with Aquatics Program Specialist to manage facility reservations and usage for public lap swimmers, rental groups, swim teams, class participants, event attendees, and partners through development of processes, relationships, and mission-based decision-making to meet community needs while achieving an overall cost recovery goal of 75-100%, and participant overall satisfaction of 95%.
  • Collaborate with Aquatics Coordinator to develop and manage a variety of “community” and “market rate” aquatic programs, including a comprehensive Red Cross learn to swim program serving approximately 500 participants quarterly, special events, educational programs, camps, youth swim team, and contracted classes meeting program objectives, overall cost recovery goals of 75-100%, and participant overall satisfaction of 95%.
  • Oversee contracts for pool maintenance and repairs, aquatic programs, and pool supplies to ensure safe aquatic facilities with zero critical violations annually from the Alexandria Health Department.
  • Work with Regional Program Director to develop annual aquatics personnel budget, non-personnel budget, capital improvement budget, revenue projections, and efficiencies to meet cost recovery goal of 75-100%.

Minimum & Additional Requirements

Bachelor's Degree and five years of relevant professional experience or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

Preferred Qualifications

Four-year College Degree with completion of college-level courses in recreation or similar; five years of progressively responsible experience in recreation work with a focus on aquatics, including some experience at the level of Recreation Manager I or equivalent; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities. Certified as an Aquatics Facility Operator or Certified Pool Operator. Certification in First Aid, CPR for the Professional Rescuer, and lifeguarding, and water safety instruction or the equivalent. Ability to work early morning, late evening, weekend, and holiday shifts. Ability to be on call and resolve urgent situations over the phone and by reporting in person to the facility.

Seven years of aquatics programming experience, including hands on experience producing aquatics programs and managing capital improvement projects. Experience in scheduling and coordinating aquatic staffing and programs; ability to provide working leadership to full-time and part-time staff, contractors and to volunteers. Specialized experience producing a variety of “market rate” aquatic programs for all ages. Excellent knowledge of computer software to include Office 365 suite, Rec-Trac, and other data collection and tracking software. Red Cross Lifeguard Instructor certification.
Red Cross Water Safety Instructor certification.
