Duties

This position will report to the Chief of the Continuous Process Improvement Staff (CPIS) in the Department of Administrative Services (DAS). The DAS is seeking a self-motivated professional Program Analyst. The incumbent will be responsible for leading and implementing the continuous process improvement vision within the AO. This position will provide coordination of the Continuous Process Improvement (CPI) program using Lean Six Sigma (LSS) methodologies and management tools to promote collaboration with process improvement program with the aim to expand process improvement throughout the AO. The ideal candidate must have experience in a large administrative office environment creating standard operating procedures and processes and the ability to convert administrative processes into statistical analysis to recognize data and process trends.

The duties of this position include, but are not limited to:
  • Planning and coordinating fiscal year and support service projects for various offices which includes working with senior management, program managers, and project teams to select and develop project agendas, timelines, and other supporting artifacts.
  • Collecting, analyzing, and validating data using continuous improvement methodologies and developing multiple solutions for process optimization; creating charts, graphs, and tools to visualize data trends and analysis; managing risk management issues related to delivery of all project outcomes; and maintaining electronic project materials on shared sites such as MS Teams and SharePoint.
  • Working with various offices to standardize and document business processes and procedures and developing document management best practices using collaborative software such as SharePoint or other integrated document management systems.
  • Leading Lean Six Sigma White and Yellow Belt training and certification courses; mentoring Lean Six Sigma Great Belt certification candidates; and coaching continuous process improvement practitioners on the use of tools and templates.
  • Cultivating a network of continuous process improvement staff through the CPI Community of Practice; and developing agendas and leading quarterly roundtable community meetings.
  • Serving as point-of-contact for content management on the intranet and Learning Management System sites; updating and managing training content; leveraging other electronic tools to maximize collaboration, document management, and internal workflow within the office.
  • Developing marketing and communication plans and materials for continuous improvement training; drafting and publishing featured projects to AO-wide publications and intranet sites.
  • Leading and implementing the continuous process improvement vision within the agency; collaborating with process improvement program leaders in other departments with the aim of expanding process improvement throughout the AO.

  • Qualifications

    Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

    Specialized Experience : Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience must demonstrate experience in ALL areas as defined below:
    • Leading and facilitating process improvement projects with cross-functional offices;
    • Creating standard operating procedures and processes in a large administrative office environment;
    • Collecting, analyzing, and validating data using continuous improvement methodologies and developing multiple solutions for process optimization;
    • Experience converting administrative processes into statistical analysis to recognize data and process trend; and
    • Training staff staff on continuous process improvement methodologies and practices.

    This position does not require education to qualify.
