Duties

  • Demonstrates expert acquisition knowledge and experience, leading the college to provides executive-level consulting to senior executives, flag officers, general officers, and other senior leaders in charge of major federal acquisition programs; the college assesses holistic performance of program offices, strategies, projects, and associated workforce needs.
  • Leads and manages programs for strategic consulting, executive coaching, process improvement, innovative practices and management of acquisition program functions and activities.
  • Leads strategic planning sessions to develop an annual instruction schedule and workload model to deliver world-class learning hours on campus, virtually, online, and through large scale webinars.
  • Organizes, leads, directs, and manages DSMC and assigned workforce to develop learning content, deliver knowledge, build skills, research, and publish information concerning acquisition innovation and leadership development for the betterment of federal acquisition.
  • Partners, on a regular basis, with the six other DAU Deans to ensure cross-sharing opportunities, whether learning assets or personnel, are maximized for the benefit of the entire DAU enterprise.
  • Conducts Program Management Reviews across the DSMC portfolio of learning assets and consulting tools. Ensures the spectrum of learning, development, and engagement assets are addressed within DAU's frictionless learning, world class content, and connected network environment. This includes tailored and customized training assets.
  • Provides expert advice and support to the President, Vice President, and Chief of Staff, collaborating with peer Deans and Directors on all matters concerning the DoD-wide acquisition workforce. Identifies and implements fundamental, far-reaching measures to effect substantial improvement in the performance of the acquisition system and the acquisition workforce.
  • Partners with the Executive Leadership team to plan and implement goals and initiatives to lead change thru the DAU Strategic and Performance Planning Process, to meet the continuing and emerging needs of the defense acquisition workforce in accordance with DoD policies and strategic goals.
Faculty Duties:
  • Creates and/or delivers learning assets and content as needed, and coordinates with partner divisions that manage related curriculum, or that control DAU processes and tools.
  • Stays abreast of changes and trends in primary functional area, continuously researching, gaining and sharing knowledge in federal communities of practice.
  • Pursues and maintains digital and data analysis fluency that align with DAU and primary functional area best practices in public and private industry.
  • Maintains currency in, and actively uses university technology, digital and social media platforms.
  • Focus on the needs of the customer in a modern learning and business environment that is subject to continual change with respect to platforms, networks and delivery.
  • Serves as a thinking partner with stakeholders and customers, continuously improving product and service delivery to provide the right knowledge and service the point of need through synchronous and asynchronous methods.
  • Builds relationships and collaborates with peers and program management leaders from all organizations within the area of responsibility.
  • Elicits feedback to shape the policies, processes and procedures that produce a frictionless experience for the customers and stakeholders.

  • The incumbent of this position may be required to work overtime, irregular shifts, and/or on the weekend.
  • Work may require travel away from the normal duty station on commercial aircraft.
  • Advanced Acquisition Certification is required (Reference Additional Information Section for more details)
  • Incumbent must achieve 80 hours of Continuous Learning Points (CLPs) every two years, in accordance with Department of Defense Instruction (DoDI) 5000.66, Defense Acquisition Workforce Education, Training, Experience, and Career Development Program.


Qualifications

Please reference the Education section of this announcement to review the DAU Faculty Pay Band E (AD-30) Minimum Education and Specialized Experience Requirements. To qualify for this position at the Pay Band E (AD-30) level, you must demonstrate in your resume/application that you possess the required years of specialized experience equivalent at a minimum, to the General Schedule (GS) GS-14 (or equivalent).

SPECIALIZED EXPERIENCE:
To qualify for this position at the AD-30 (Band E) level, you must demonstrate in your resume/application that you possess the required years of specialized experience directly relating to the specific duties of the position, and demonstrate that you have the required knowledge, skills, and abilities to perform successfully with the experience that demonstrated a practical knowledge from the duties listed within this JOA.
    • Education Requirement: Requirements for Band E include a minimum of a Bachelor level degree from an accredited institution, in an appropriate discipline unless waived by the university President. An advanced degree is highly desired.
    • Experience Requirement: A minimum of eight (8) years of experience in the appropriate acquisition functional area, unless waived by the university President. Ten (10) or more years of experience in the appropriate acquisition functional area, and advanced certification, is highly desired.
    • Significant senior leadership experience (federal or industry equivalent) with major acquisition programs includes positions of Program Executive Officer (PEO); Program Manager or Deputy Program Manager of a major acquisition program, or; senior leader of a significant functional area within a major acquisition program.
    • Acquisition Certification Requirement: Advanced Certification in Program Management is required in accordance in accordance with Defense Acquisition Workforce career field standards. Other acquisition career fields advanced certifications are acceptable if they accompany substantial experience in acquisition program management.

Inherent to this core qualification is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. The tenets of this qualification include but are not limited to accountability, customer service, decisiveness, entrepreneurship, problem solving and technical credibility. Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically. The tenets of this qualification include but are not limited to financial management, human capital management and technology management. Knowledge and application of best and future business practices and tools. Enterprise Perspective/Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. The tenets of this qualification include but are not limited to partnering, political savvy and influencing or negotiating.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Additional information

Advanced Acquisition Certification is required in any career fields such as Business Financial Management - Cost Estimating, Life Cycle Logistics, Program Management or Professional in Contracting, or Practitioner in Engineering & Technical Management or Test & Evaluation or the ability to become certified within 48 months.

Initial appointment is made for a period of three years, conditional upon satisfactory completion of a DAU probationary period of two years. At the one year mark, as part of an annual review, consideration is given to extending the appointment; thus at any one time moving beyond that point an employee will have two years remaining.

DAU requires reporting to the assigned duty location during each pay period. DAU supports part-time telework, but remote work and full-time telework are not offered.

DAU participates in e-Verify with the Department of Homeland Security and United States Citizenship and Immigration Services.
