The Fairfax County Department of Public Works & Environmental Services (DPWES), is seeking a well-qualified HR professional with exceptional leadership skills for an HR manager position in DPWES, Capital Facilities (CAP).

  • Acts as the HR-subject matter expert for managers and employees on a wide range of HR activities including recruitment, employee relations, workforce planning, compensation, FMLA, performance management, payroll administration.
  • Facilitates and manages agency recruitments, and provides guidance and direction to managers on recruitment, interviews, documentation and selection processes.
  • Provides counsel and guidance to managers and employees on employee relations issues.
  • Provides guidance to and works with management to coordinate workforce planning and strategic planning efforts.
  • Conducts research and analysis on recruitment, classification, and compensation issues.
  • Supervises professional and administrative HR staff.
  • Exhibits discretion and confidentiality in all duties and responsibilities.
Note: This position is considered Emergency Service Personnel for purposes of continuity of operations and is required to work as scheduled during inclement weather or other emergency situations.

Employment Standards

Any combination of education, experience, and training equivalent to the following:
(Click on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to") Graduation from an accredited four year college or university with a bachelor's degree in human resource management, public administration, or a related field; plus two years of professional-level human resources experience.

Valid driver's license.

The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.

  1. Managing and providing guidance to management on complex and sensitive employee relations cases.
  2. Managing the full life cycle of the recruitment and selection process.
  3. Managing complex Family and Medical Leave, Worker’s Compensation and/or American Disabilities Act cases.
  4. Providing HR customer service to both professional and skilled trade employees in the same organization.
  5. Supervising professional and administrative HR staff.
  6. Bachelor’s degree in HR management, business administration, public administration, or related field.

Job is generally sedentary in nature; however, visual acuity is required to read data on computer monitor, incumbent must be able to operate keyboard driven equipment and to use other automated technology. Ability to communicate effectively both orally and in writing. Sufficient mobility to make presentations and attend meetings outside the assigned working location. Ability to lift up to 15 pounds without assistance and greater than 15 lbs. with or without. Ability to operate a vehicle. All duties performed with or without reasonable accommodations.
