Job Announcement

This position supports the Health Department Human Resources office.

The Fairfax County Health Department is a progressive public health leader providing services that promote population health, protect public health and the environment, and ensure residents' equitable access to health services and information.

Supports the Health Department Human Resources office. Processes, audits, and reconciles complex online time and attendance. Researches a high volume of payroll discrepancies and makes corrections. Initiates payroll actions into a human resource management system associated with new hires, transfers, retirements, separations, pay adjustments, Family Medical Leave, and other miscellaneous requests. Works with hiring managers throughout the onboarding process. Ensures criminal background checks, child protective services checks and Sanction Screening checks are completed, as appropriate. Orients new employees and ensures that all employment paperwork is completed properly and timely. Consults with HR manager and HR supervisor regarding interpretation of laws, policies, procedures and regulations to department staff. Participates in financial and HR audits by providing payroll and HR information, as requested. Creates reports and compiles data for customized reports as needed utilizing a point and click enterprise ad hoc query system such as PEAQ, other county human resource information systems, and other informational technology tools. Develops and maintains basic databases and spreadsheets to track personnel information. Provides administrative support for human resources programs. Maintains personnel files and works on special projects, as assigned.

Note: The assigned functional areas of this position are payroll, personnel, reports and general administration.

Intermediate skills in use of applicable Microsoft Office Word.

Intermediate skills in the use of applicable Microsoft Office Suite software;
Intermediate skills in the use of agency specific software applications.

Ability to communicate well through written and oral means.

Ability to gather, integrate, and analyze simple data.
Interpersonal Abilities
Ability to establish and maintain effective working relationships with both external and internal contacts.
Purchasing and Accounting
Ability to perform data entry into Purchasing/Logistics Enterprise Resource Planning systems and/or Financial Enterprise Resource Planning systems in at least five functions.
Personnel and Payroll
Ability to perform complex Human Capital Management Enterprise Resource Planning system functions (e.g., establish a position, create a PCF, determine cost center codes, etc.).
Executive Assistance
Ability to maintain confidentiality and be sensitive to political issues.

Employment Standards

EMPLOYMENT STANDARDS:
Any combination of education, experience and training equivalent to high school graduation and three years of experience providing administrative support in the assigned functional area(s). CERTIFICATES AND LICENSES:
  • Cardiopulmonary Resuscitation - CPR (Required within 60 days)
  • AED (Required within 60 days)

PREFERRED QUALIFICATIONS:
  • At least two years of current work experience in a human resource office.
  • Working experience as a payroll contact and/or in a timekeeper role with knowledge of payroll processes.
  • Experience assisting with personnel actions such as on-boarding activities.
  • Experience handling confidential information.
  • Ability to problem solve and show attention to detail.
  • Exceptional communication skills both orally and in writing.
  • Ability to manage multiple tasks simultaneously and work in a team environment.
  • Models outstanding customer service skills with the ability to establish and maintain effective and cooperative relationships interacting in a friendly, service-oriented and professional manner with a diverse population of internal and external customers.
  • Ability to adapt to changes in a fast-paced environment.
  • Advanced experience in the use of basic Microsoft Office computer software, specifically Word and Excel.
  • Experience using human resource information systems or other types of ad hoc query system.


NECESSARY SPECIAL REQUIREMENTS:
The appointee to the position must satisfactorily complete a criminal background check, a sanction screening, and a Child Protective Services Registry check.

PHYSICAL REQUIREMENTS:
Job is generally sedentary in nature, and job requires walking, standing, sitting, climbing stairs, reaching and bending; uses hands to grasp, handle, or feel. Visual acuity is required to read data on a computer monitor. Ability to communicate with others verbally and in writing. Employee may be required to lift up to 15 lbs. Incumbent must be able to operate keyboard driven equipment and computer. All duties performed with or without reasonable accommodations.
