Duties

This position is located within the Department of Commerce, National Telecommunications and Information Administration (NTIA), First Responder Network Authority (FirstNet Authority), Office of the Chief Market Engagement Officer. The Market Engagement Office (MEO) is responsible for collaborating with stakeholders to enhance public safety's FirstNet experience. The Market Office Operations Division is responsible for reviewing and analyzing market intelligence to share public safety's use of FirstNet and needs with FirstNet Authority programs and our network partner, AT&T, for awareness and action.

The major duties of this position include, but are not limited to the following:
1. Applying project management and data analytical skills to support execution of FirstNet Authority's mission and goals.

2. Collaborating with subject matter experts to analyze, synthesize, and correlate market level intelligence from information gathered by the market engagement programs and lead production of internal tools such as project plans, dashboards and reports for use by internal and external stakeholders to help inform and prioritize efforts.

3. Conducting analyses of MEO's data sets to identify how MEO can present its operational performance, while also identifying potential data gaps to further improve its reporting, critical business processes, and decision-making.

4. Coordinating across FirstNet Authority to enhance processes and share information needed to inform the enterprise-wide data analysis effort.

5. Establishing and tracking MEO performance and progress by supporting, defining and implementing measures and indicators for MEO Operational Plan goals in coordination with MEO programs.

6. Performing as a Contracting Officer Representative (COR) or supporting the execution of COR duties.

The FirstNet Authority has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

Salary Information
ZA-IV: $112,015 - $172,075 per annum

This vacancy may be used to fill additional positions as vacancies become available.

This vacancy is also announced as FNA-CMEO-23-OC-017 (DEU) for those applicants who wish to apply and be considered under Delegated Examining Unit procedures.

  • Qualifications

    Minimum Qualification Requirements:

    To qualify for this position, you must meet the Specialized Experience for the series/grade to which you are applying.

    Specialized Experience


    To qualify for the ZA-IV (GS-13/14 equivalent), you must possess at least one full year of specialized experience equivalent to at least the ZA-III or GS-12 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:

    1. Planning, managing, and executing projects to accomplish program objectives and ensure they meet the organization's mission and vision.

    2. Analyzing data and trends across an organization or business unit to identify success metrics, report on performance and progress, and recommend improvement areas. AND

    3. Working collaboratively across an organization or business unit to accomplish the organization/business unit's objectives and support programs' efforts to improve process, project management, and data efforts.

    Must meet all three.

    NOTE: Contracting Officer Representative (COR) certification is highly desirable, but not required. If not already COR certified, training will be provided once onboard.
