A Project Manager in the Office of Fare Modernization is a highly valued member of Metro's Zero-Silos team, working across and collaborating with multiple divisions of one of America's top five largest transit properties. The role manages initiatives across a series of organizational elements including: bus, rail, customer service, marketing, safety, training, IT security, engineering and other departments. This role requires coordination with other project managers and large consultant teams to implement high-visibility projects that directly impact and improve the customer experience.
The successful candidate is expected to work across multiple disciplines at Metro and learn from stakeholders across the region. At the cutting edge of fare collection technology, including the evolving standards and best practices, the Project Manager will explore innovative transit trends and bring them into reality at Metro. The successful candidate will also demonstrate considerable experience managing complex projects with long timeframes and tight deadlines

Minimum Qualifications:
Bachelor's degree in Business or Public Administration, Finance, Accounting, Transportation Planning or a related field. A minimum of ten (10) years of experience as a project manager in the transportation industry, including management of consultants and professional staff. Extensive and progressively responsible senior management experience in planning, engineering, and transit operational function, with direct fiscal responsibility.
Equivalent combination of education and relevant work experience will be considered if candidate can effectively demonstrate progressively responsible senior management experience as a project manager in the transportation industry, including management of consultants and professional staff. Incumbents in this role may be required to report to or continue to work in the event of authorized office closings or service suspensions due to severe weather, natural disaster, fire, operational emergencies or related events.
Job Summary/Duties:
The Program Manager is responsible for leading the development and operation of a large capital funded program of one or more rehabilitation projects to include RFP design, engineering, program control, administration quality, safety, on-time and within budget. Assigned programs are high profile, part of a broader team, customer focused with substantial political interaction and public interest. Specific responsibilities include program development, planning, staffing, scheduling, budget management, quality control, safety, and coordination of subcontractors and internal technical and support staff. The incumbent manages client relationships and develops program scopes, negotiates hours, prepares reports, develops and maintains schedules and budgets, directs and mentors program staff, and ensures quality reviews are complete. The Program Manager is also responsible for the identification of scheduling and cost variances and the implementation of recommendations for corrective action for negative variance. Additional responsibilities include team member development including making work assignments, directing and mentoring junior staff, and providing technical and quality guidance.
Recommends for approval program schedules, estimates and budgets that are complete, realistic, and fully meet program goals and is responsible for adhering strictly to the approved project schedules and budgets. Provides project management coordination and controls consistent with both project and operational needs.
Supervises subordinate staff and consultants to include recommending applicant selection, disciplinary actions, resolution of grievances, assigning duties, directing work, conducting performance evaluations, approving leave requests and timesheets, and ensuring appropriate training is provided.
Leads phase coordination activities to establish schedule priorities, access requirements and allocation of work areas for each project affected while minimizing fiscal impacts by exercising maximum control and assuring that the work is performed in a safe manner to meet the scheduled completion date.
Conducts program status meetings with staff. Conducts program status briefings for Authority Officers; the General Manager; WMATA Board Members; Federal, State, Local Government Offices; and Local Civic Organizations as required.
Reviews and comments on the Program Scope to ensure that program needs, schedule and costs are adhered to; coordination between various departments and aspects of the program occurs; and program elements are cost effective. Conducts research and prepares recommendations for complex program management, technology and business process problems.
Leads all major events on the program by assisting various offices to solve mutually dependent items, calling conferences when necessary and chairing meetings. Establishes and maintains liaisons with individuals and organizations using an integrated program approach and matrix management. Assists supporting offices in obtaining major approvals and agreements from city, state, and D.C. jurisdictions including Federal agencies to assure program schedules and goals are met.
Manages the review and evaluation of changes to project specification. Leads and manages consultants' activities on various aspects of the program. Resolves issues associated with contract fulfillment. Resolving issues that arise between METRO staff and contractors. Ensures contractors' deliverables meet contract specifications, timetables, and budget.
Represents the Authority to the FTA Program Management Oversight Committee. Responds to questions and ensures legal compliance and serves as liaison to and briefs the Board of Directors and the Committees on all aspects of the program.
Responsible for ensuring management of closeout programs to include coordination and completing engineering, procurement, and budgeting tasks.
