About the DepartmentThe Information Technology Services Department is responsible for enterprise technology operations for the City of Alexandria. ITS provides technology services and solutions to City departments to enhance service delivery. ITS aligns its work with City needs by providing leadership, resources, expertise, and products that enable departments to better serve the City’s residents, businesses, and visitors. ITS resources support initiatives funded through the multi-year Information Technology Capital Improvement Plan (IT/CIP) to improve the overall technology landscape. The City of Alexandria’s ITS Department has been a Top Ten National Finalist in the Digital Cities Award program for the past 18 consecutive years, including two years in first place.

An Overview

The Department of Information Technology Services (ITS) is seeking a Technology Program Manager (Justice Information Program) who will have responsibility for the coordination and strategic planning for the Justice Information Technology Program. This technical lead and supervisory position reports directly to the Chief Information Officer and will serve as the primary liaison to Justice Information System Executive stakeholders coordinating change management activities, identify, document, and monitor defined service levels for all Justice Information Technology program components, and direct vendor and contract management activities. This position will be responsible for establishing a data governance strategy to enable data transparency and information sharing of appropriate data. This senior level technology position will continuously evaluate business process activities to balance the decentralization of processes with the need for data quality and improved business efficiencies. This position supervises the work of information systems professionals and support personnel responsible for providing a variety of difficult and responsible IT services which may include change management, implementation, modification, maintenance, and support in the areas of Systems Analysis.

Our ideal candidate will have considerable hands-on experience leading, developing, maintaining, and supporting enterprise level multi-departmental technology programs.

The Opportunity

As a Technology Program Manager (Justice Information Program), your efforts will focus on all aspects of the City’s Justice Information Technology Program, developing plans and strategies to optimize the management of critical business systems essential to the safety of the Alexandria community. Examples of duties include:

  • Proactively engage Justice Information Technology program stakeholders and business partners to continually align IT program goals with the goals of the business.
  • Continually assess the current state and future state of emerging trends in the technology industry related to the Justice Information Technology program.
  • Design and implement short- and long-term strategic plans to ensure all components of the program meet existing and future requirements.
  • Prioritize and coordinate the delivery of services and activities to achieve established goals and objectives. Assess outcomes and recommend process improvements.
  • Assist in developing and administrating the budget; participate in forecasting additional funds for staffing and resources; prepare various reports on operations and activities.
  • Supervise the day-to-day activities of an assigned unit in a professional and/or technical discipline, which includes planning, coordinating, administering, and evaluating projects, processes, procedures, systems, and standards.
  • Monitor project status to ensure progress toward completion; complete required steps within timelines; modify project plan in response to unforeseen changes or unexpected developments; and inform management partners and stakeholders.
  • Analyze and review federal, state, and local laws, regulations, policies, and procedures to ensure compliance.
  • Provide guidance to staff in troubleshooting software and hardware problems, designing systems logic, and system program problems, and assisting software vendors with problem resolutions.
  • Participate in the development of IT strategies in collaboration with the Justice Information Program executive team.
  • Conduct research and make recommendations on products, services, protocols, and standards in support of all program procurement and development efforts.
  • Establish service level agreements with business units.
  • Prepare RFPs, bid proposals, contracts, scope of work reports, and other documentation for projects and associated efforts.
  • Negotiate with vendors, outsourcers, and contractors to secure products and services.
  • Establish priorities for the design, maintenance, development, and evaluation of all program systems.
  • Conduct feasibility studies for various upgrade projects, improvements, and other conversions.
  • Establish and maintain regular written and in-person communications with the organization’s executives, decision-makers, stakeholders, department heads, and end users regarding pertinent program activities.
  • Working with and fostering collaboration among key stakeholders, developing, communicating, and adhering to all information security policies, standards, procedures, and internal controls to ensure compliance with local, state, and federal laws and information security best practices.
  • Investigate and recommend innovative technologies that reduce IT risk and provide potential cost savings for the City.
  • Providing written or verbal communications to all levels of staff, leadership and elected officials on program issues and recommendations.
  • Developing and implementing strategies to manage data classification and the appropriate lifecycle management of data in on-premises and hosted systems.
  • Performing other duties as assigned.


Minimum & Additional Requirements

A bachelor's or higher degree from an accredited college or university in computer science, information systems, or closely related field. Four (4) years of information technology experience, one year of which shall include experience in a lead or supervisory capacity, performing a variety of progressively responsible technical and/or analytical tasks for computer systems or services in one or more of the major six domains or a closely related or emerging information technology field.

Preferred Qualifications

All the above, plus: local government, criminal justice system and technology program management experience, ideally within the public safety sphere; 7+ years progressive project management experience; experience managing enterprise level multi-department projects. Experience managing projects with budgets greater than $5M; possess valid PMP, ITIL or other related technical certifications.

Notes

This position requires the successful completion of pre-employment checks including but not limited to criminal background and drug screening. This position may be occasionally required to be available after normal working hours to support applications and to respond to the City’s Emergency Operations Center (EOC) when it is activated.
