Duties

DHS I&A provides timely, actionable intelligence analysis to a far-reaching base of customers and partners-from the DHS Secretary and Components, policymakers, and the IC to an expansive network of state, local, tribal territorial, and private-sector partners with both national and global influence. DHS I&A plays a critical role in the Intelligence Community and the USG, bridging the gap between the IC and state, local, and private sector Homeland security stakeholders. DHS I&A analysis assesses the impact of national security issues on the Homeland and injects unique insights from our state and local, private sector, and Department components into the IC's understanding of Homeland and national security issues, including international and domestic terrorism, cyber security, foreign malign influence, counterintelligence, economic security, transnational organized crime, and border security.

The Economic Security Mission Center provides operational and strategic, all-source intelligence about threats related to intellectual property theft, vulnerable supply chains, illicit trade, and foreign malign influence, to include leveraging its counterintelligence expertise to analyze intelligence threats from adversarial nation-states. ESMC provides this analysis to a wide range of customers, including DHS leadership, policymakers, and components; state government homeland security personnel; and private sector stakeholders.

The Mission Center works closely with DHS Components and the IC to set intelligence priorities across the DHS Intelligence Enterprise (IE), establish collection requirements, and analyze economic security-related information. The Mission Center collaborates with domestic and international partners to draft assessments and share information, and works closely with State, local, tribal, territorial, and private sector officials to understand threats to U.S. economic security.

In this position, the JDA serves as the Senior Intelligence Officer of the Economic Security Mission Center providing the following services and expertise:

Oversees development of, and provides senior content review for, all finished intelligence production and other substantive analytic activities for the I&A Economic Security Mission Center. Ensures that finished intelligence products are concise and logical, and have a convincing and well-supported argument; address second- and third-order effects; incorporate larger policy context and broader customer needs; and connect to and advance established analytic lines.

Maintains awareness and understanding of I&A, DHS IE, and IC analytic lines, as well as DHS and USG policy efforts, to ensure I&A ESMC's finished intelligence analysis provides unique insights to customers.

Works closely with analysts and analytic reviewers in the mission center to provide feedback on production plans, conceptualization of finished intelligence products, and final mission center content and tradecraft review.

Mentors and coaches the mission center's analytic review staff and provides on the job training to improve the quality of analysis.

Works closely with I&A's final level of analytic review-Executive Review-to incorporate feedback and improve the quality of future Mission Center analytic production. Prepares appropriate guidance to workforce to ensure all relevant analytic directives, processes, and procedures, are considered in I&A's analysis.

Performs other duties as assigned.

Qualifications

Qualifications required:

Mastery of writing and reviewing finished intelligence products for high-level policymakers and operational customers. Familiarity with policies and procedures regarding customer requirements, analytic storytelling, analytic tradecraft, Intelligence Community writing styles, and classification of intelligence products. Expert knowledge of substantive review techniques.

Mastery in applying analytic methodologies and techniques in solving or addressing intelligence issues.

Expert knowledge of analytic tradecraft standards and ability to balance tradecraft standards with customer needs in order to advance the quality of finished production, tell compelling analytic stories, drive analytic production planning, and instill structured analytic techniques and innovative methodologies.

Expert ability to collaborate with authors, reviewers, and analytic units to provide constructive feedback and suggestions aimed at improving the quality of finished intelligence production.

Expert knowledge in one or more of the following: economic security, trade, foreign malign influence, and/or counterintelligence issues.

Selected applicants for a JDA are requested to fulfill the items below during the JDA:

Complete the DHS Training Course 15 days prior to the arrival to the JDA.

• Phase 1: Establish assignment objectives within the first 30 days of the JDA.
• Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
