Summary
Serves as Telecommunications Specialist Team Lead (TL) with full responsibility for distributing and balancing the workload among employees to ensure work assignments are carried out appropriately. Reviews status and progress of work and makes adjustments as needed. Instructs employees in specific tasks and techniques as necessary. Reports on progress, accomplishments, and challenges. Obtains assistance from supervisor on problems that arise or issues requiring decisions.
Duties
This position serves as team lead in the daily operations and transition of telecommunication services. Performs multiple, varying, and complex assignments under minimal direction of a manager. As the team lead, he/she ensures the work of the assigned team is carried out by performing a range of coordinating and supportive duties and responsibilities. Identifies, distributes and balance workload amongst team. He/she maintains technical/program knowledge related to the integration and operation of telecommunication services provided by the telecommunications vendor.
Applies experience and comprehensive technical knowledge, as well as an understanding of new technologies and methodologies, to solve complex problems and develop improved technical processes or systems. Develops, reviews, and improves processes associated with the day-to-day operations and transitions of NAS telecommunications services. Collaborates with vendor to obtain technical specifications for available hardware, software, or services and to develop NAS telecommunications upgrade schedules and coordinates schedule changes with the field organizations.
Performs extensive research and analysis of performance trends and data to integrate new systems design. Works with the telecommunications vendor to develop action plans to improve the performance of services that do not meet Service Level Agreements. Assesses the functional status of NAS telecommunication services and analyzes service performance metrics. Has knowledge essential to understand the business relationship and technical requirements of the NAS to ensure all services are maintained and available for the user. Reviews NAS telecommunications service outage reports for accuracy of reporting and content, and correlates outages to NAS service interruptions.
Serves as a principal technical specialist for the development and management of workable solutions when situations adversely affect the operation of NAS telecommunication services. Defines, organizes, and assigns resources to accomplish organizational objectives. Allocates resourses to accomplish large work activities within established schedules. Communicates to the team the assignments, projects or problems to be solved. Monitor and report on the progress of work, and ensure the work meets manager's instructions on work priorities, methods, deadlines and quality.
Develops plans, techniques, and policies to address current or anticipated telecommunications problems and issues. Works with management to solve problems. Provides guidance to lower-level staff on how to solve difficult operational issues. Resolves most technical problems without managerial intervention, but works jointly with management to resolve unique issues. Considers the objectives of the major subdivisions and LOB/Staff office when developing, integrating, and implementing solutions to diverse, complex problems. Develops new and innovative solutions to resolve operational problems with a national or international implications.
Contacts are internal and external. Often represents the FAA as a senior technical point of contact. Develops briefing papers for FAA senior-level executives and external organizations on significant interruptions or events. Plays a lead role in drafting, reviewing, and editing reports or contractual documents for final approval prior to external distribution. Presents briefings to obtain consensus/approval on policies. Coordinates significant technical matters with representatives of external organizations.
Work is reviewed rarely, typically through status reports and at project completion, to ensure technical compliance and alignment with the requirements of the project or other work activity. The work has a direct impact on the NAS.

Candidates must have one year (52 weeks) of SPECIALIZED EXPERIENCE equivalent to at least the next lower grade level (FV-I or FG/GS-13) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.
SPECIALIZE EXPERIENCE for this position is: Experience analyzing and developing telecommunications services performance data and metrics.
