Summary
This position is established to assist with the implementation of the META program, with a specific emphasis on research, demonstration, and policy principles related to maritime environmental issues. Input to the development and implementation of both national and international maritime environmental policy is an important facet of this position.

Knowledge of the concepts, principals, practices of domestic and international maritime environmental regulations and policy sufficient to provide expert advice and guidance to internal and external stakeholders on unique, complex, or potentially controversial environmental matters
Skilled in gathering and analyzing data sufficient to identify, characterize, and recommend solutions to emergent environmental issues, this includes modeling of air emissions and other potential pollutants.
Ability to perform work characterized by many and varied complex features due to breadth, diversity, or intensity of assignments.
For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Duties
As a Environmental Protection Specialist, you will:
- Provide expert advice and guidance on a wide range of domestic and international environmental issues that affect the maritime transportation sector. Issues may include but are not limited to maritime decarbonization, reduction of ship-generated underwater noise, control of aquatic nuisance species, and management of emissions (air and water-borne) from ships.
- Serve as a liaison to other US government agencies and maritime stakeholders in support of maritime environmental issues and policy.
- Serve as the Maritime Administration's environmental technical expert for domestic and international organizations including but not limited to the International Maritime Organization (IMO), International Organization for Standardization (ISO), and the National Security Council.
- Develop, implement, and manage research, demonstration, and technical innovation projects in partnership with a diverse range of stakeholders. Serve as a contracting officer's representative/agreement officer's representative on META-funded projects.
- Develop requests for information, requests for proposals, invitations for bids, cooperative agreements, and other documentation to support acquisitions, research, development, demonstration, and innovation projects related to program goals. Evaluates proposals, bids, compliance plans, and other documents submitted to the Agency related to projects or issues that support the Agency's mission. Manages and tracks projects from a technical and financial standpoint as they are implemented.
- Develop policies and plans to support the maritime transportation industry in meeting national and international environmental requirements and advises national and international agencies on the special and unique needs of the industry.
- Apply broad knowledge of a wide range of scientific principles, techniques, judgment, and originality to resolving key emerging maritime environmental issues within the maritime community. This knowledge may include experience in modeling of ship-generated emissions and prospective mitigation techniques.
- Provide, at the direction of the Associate Administrator and/or Office Director, support and policy advice on all matters and initiatives related to environment, compliance, technological advancements, and research and development to keep the Maritime Administrator, Deputy Maritime Administrator, and other senior staff apprised of environmental/technological issues and developments as they affect the commercial U.S.-flag merchant marine and ports.
- Engage with other MARAD offices to support Agency initiatives and programs, as necessary.

CONDITIONS OF EMPLOYMENT:
