Summary

This position is located in the Office of the Commandant of Midshipmen, United States Merchant Marine Academy (USMMA), Maritime Administration (MARAD).

Duties

As a Music Specialist, you will:
  • Serve as Producer, Director and advisor for Midshipmen production and specialized performance venues. Provide expert level advice relative to musical direction.
  • Exercise responsibility of all music programs and education at the US Merchant Marine Academy including the Regimental Band, Choir Activities, pep bands and any ensemble organized for special events.
  • Supervise the Midshipmen in Band Company. Ensure that cleanliness and good order and discipline are maintained within the company.
  • Work closely with Midshipman Officers in the daily routine within the company. Provides senior leadership and mentorship to Band Company.
  • Organize and lead band events both internal and external, special events and concerts. Lead the recruitment process of band members applying for admissions.
  • Participate in summer indoctrination of the freshmen class, outdoor morning colors and marching practices.
  • Manage and maintain the inventory, maintenance, and repair of all regimental band equipment to include many instruments of high value. Monitor condition of equipment, advise and assist maintenance personnel on all maintenance and repairs.
  • Work with the admissions on recruitment of new band member, and closely with the Tactical Officer assigned to lead the Band Company.

The ideal candidate for this position is a highly motivated mid to senior level professional with proven experience in directing, teaching and training of musical programs, marching, special event planning, and execution.

CONDITIONS OF EMPLOYMENT:

  • TRIAL PERIOD: This is an Excepted Service position. This job will be filled by an alternative hiring process and is not in the competitive service. Applicants selected for an excepted service position may be subject to a two-year trial period.
  • GOVERNMENT TRAVEL CARD: This position involves travel. A government contractor-issued travel card will be issued and must be retained for official business only.
  • PCS: Permanent Change of Station (PCS) is authorized for this position.


Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:
  • Experience in Concert Band, Pepe band, Marching band and ensemble literature to direct, develop, and lead all types of music programs to include marching band and choral activities.
  • Experience in various marching techniques as exemplified by American and foreign military bands.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Program Knowledge
  • Technical Knowledge
  • Program Development

Education

Undergraduate and Graduate Education: Major study -- music.

Specialized Experience (for positions above GS-5): Experience that demonstrated the ability to:
  • Produce, stage, conduct, or direct musical productions, concerts, recitals, festivals, clinics, workshops, or other musical events.
  • Instruct or perform in one or more of the musical arts such as (1) composing, arranging, or orchestrating music, (2) interpreting classical, modern, ethnic, or cultural dance forms, (3) choreography and notation, or (4) interpreting vocal or instrumental music.

This ability may have been gained in:
  • Planning, staging, conducting, or directing musical productions, concerts, recitals, competitions, festivals, symphonies, operas, choirs, choruses, or pageants for schools, civic or cultural organizations, or professional companies.
  • Planning, instructing in, or evaluating a music curriculum for secondary or higher academic levels.
