Duties

  • You will provide technical leadership, training, and mentoring in the areas of fire protection (including systems design), Facility System Safety, and Life Safety Strategy.
  • You will develop and maintain project criteria, schedules, and budgets in conformation with project and customer requirements.
  • You will facilitate information sharing, coordination, and distribution of technical data within NAVFAC FEC and Architect-Engineering (A-E) firms.
  • You will provide technical fire protection engineering expertise for buildings and structures.
  • You will create hands-on fire protection design drawings and specifications.

  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain a current valid United States driver's license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.


Qualifications

This position has a selective placement factor that will be used to screen out ineligible candidates applying to the GS-13 level ONLY. The selective placement factor is: Registration as a Professional Engineer (PE) in the District of Columbia, Guam, Puerto Rico, or any State in the U.S. is required. NOTE: You must include a copy of your license with your application.

For the GS-13: In addition to the Basic Education Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying advanced engineering theories, concepts, principles and practices to provide innovative recommendations in fire protection engineering; 2) Executing significant projects representing an important segment of the agency's operating programs; 3) Providing consultations on fire protection engineering issues for all architectural design and engineering activities for facilities construction; 4) Coordinating various engineering and architecture disciplines to deliver advisory services accomplishing cost effective, high-quality design and construction activities; and 5) Acting as discipline specific (fire protection engineering) Subject Matter Expert (SME) within the agency by whom you have been employed; NOTE: This information must be supported in your resume to considered for the position.

For the GS-12: In addition to the Basic Education Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing Fire Protection Engineering design of fire protection systems for new construction projects and renovation projects for facilities (e.g., office buildings, training facilities, aircraft hangers, etc.); 2) Preparing project construction drawings using computer-aided drawing software in support of projects' fire protection designs for new construction and renovation projects; and 3) Reviewing engineering plans, specifications and design computations developed by architect and engineering (A/E) firms for technical adequacy, completeness, and for compliance with applicable laws, regulations, and building codes. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

OR

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico The FE examination is not administered by the U. OR

Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)

OR

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

Physical Demands: Work requires regular and recurring field inspections, investigations, or surveys in which there is a considerable amount of walking, stooping, bending, and climbing.

Work Environment: Work is usually performed in an office setting, with occasional visits to construction sites. The work involves moderate risks or discomforts that require special safety precautions while in the presence of construction operations and operating equipment. Employees may be required to use protective clothing or gear, such as "hard-hats", coats, boots, safety glasses, ear protection, gloves, or shields.

If the individual selected for this position does not have the appropriate training to serve as chairperson, member, or senior technical advisor for Technical Evaluation Boards and Source Selection Boards, the selectee will have up to 24 months to meet the applicable mandatory education and training requirements.
