Duties

The detailee will join a new component of the USCIS External Affairs Directorate called the Office of Citizenship, Partnership and Engagement("OCPE"). The office is leading several priorities for the agency related to immigrant integration as well as promoting the naturalization process and engaging with stakeholders. This is an exciting opportunity to establish new office procedures for staffing and budget and build knowledge management structures. The detailee is responsible for providing guidance and administration of the OCPE budget and all Human Capital initiatives. The incumbent will perform staffing actions; coordinate the training program; process awards and recognition requests; coordinate the telework/work- life program; facilitate an internal directorate new employee welcoming program; perform exit clearances, account for office property and daily WebTA matters; and coordinate the annual PPA issuance, midyear review and rating program. The incumbent provides advice and guidance, to office staff and management, on highly sensitive and complex matters which support the mission. Work and guidance provided contribute to the effectiveness of the office management of Human Resource matters and concerns, and ensures proper internal controls are implemented, to track and maintain all appropriate access, usage and distribution of sensitive material from and within the agency and program offices and provide criteria for measuring and ensuring adequate success. Performs other related duties as assigned.

  • Must be a current permanent Federal employee
  • Must have supervisory approval to apply to the Joint Duty Assignment. DHS 250-2 Application Form under "required documents" section.
  • Must NOT have any pending/outstanding disciplinary actions
  • Must have achieved a minimum of "meet expectations/proficiency" on latest performance appraisal/evaluation
  • Must be currently at the grade level of the detail. *No Temporary Promotion Opportunity*
  • The program does not apply to members of the Military service or contractors.


Qualifications

Qualifications required:
  • Knowledgeable of recruiting and staffing (including position descriptions, job announcements, recruiting strategies and HR systems) as well as budget formulation and tracking.
  • Proven ability to manage, organize, and prioritize multiple concurrent, complex projects efficiently and effectively within compressed time frames.
  • Excellent oral and written communications skills
  • Ability to take initiative and work remotely during the joint duty assignment with minimal supervision.

    If the position requires a security clearance, employees must have a SECRET or TOP SECRET clearance to placement AND must maintain that level of clearance while performing in the position.

    Selected applicants for a JDA are requested to fulfill the items below during the JDA:
  • Complete the DHS Training Course 15 days prior to the arrival to the JDA.
  • Complete the DHS Joint Duty Assignment Progress Plan to include:
    • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
    • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
    • Phase 3: Complete a final review within the last 30 days of the JDA.
